I was this old today when I learned that the buyer can initiate a restricted transfer.
I managed to get through to the CFP this afternoon to process two transfers as the buyer. I asked if I could conference in a 3rd person, the seller, to initiate another transfer.
The officer said they would not do a conference call, but they were happy to go ahead with initiating the transfer from my side, ie, the buyer's side.
Wait, wut?
They explained that as long as the buyer's name, phone number, and PAL number and serial or registration of the firearm is available, the transfer can be initiated by the seller . If the seller initiates, the buyer confirms. If the buyer initiates, the seller confirms.
Mind blown! On the RCMP page, for restricted and prohibited, there is no statement of order, just that the CFP must speak to both parties.
In my case, i was short firearm information, so I couldn't start it.

Interesting, the Firearms Act and Regulations doesn't put an order required for a restricted/prohibited transfer.
It just says that the transferor (seller) must inform the registrar of the transfer.
Authorization to transfer prohibited or restricted firearms
23.2 (1) A person may transfer a prohibited firearm or a restricted firearm if, at the time of the transfer,
(a) the transferee holds a licence authorizing the transferee to acquire and possess that kind of firearm;
(b) the transferor has no reason to believe that the transferee is not authorized to acquire and possess that kind of firearm;
(c) the transferor informs the Registrar of the transfer;
(d) if the transferee is an individual, the transferor informs a chief firearms officer of the transfer and obtains the authorization of the chief firearms officer for the transfer;
(e) a new registration certificate for the firearm is issued in accordance with this Act; and
(f) the prescribed conditions are met.
23.2 (b) though is interesting as technically the seller hasn't checked that the buyer is authorized to acquire/possess that firearm.
Then again it's not like it's immediately obvious that a person has a Restricted license based on the number or look of the card, (besides the miniscule restricted printed on the back) and really the only way to check that they are authorized is to basically start a transfer.

I just got my RPAL last week, but in anticipation I had been stalking inventory on a couple of sites. Got a CZ P-09 and a P-10 F. Not my first choice, but my second and third, so I’m pretty happy to get that at this late date.

App received - July 25 Cc charge - sep 29 (initial review complete) Licence issued- Oct 6 or 7
Called Ontario CFO at 7:05 this morning and was surprised I was put in que. Call was answered at 9:25 and I was able to get my pal #
Super lucky with how fast the processing time was when it started . Here’s hoping marstar starts the transfer before anything bad happens. I had pretty much given up having any chance of owning a handgun.

Call marstar while they're open, give your order number and request that they put the transfer through for you while you're on the phone and give you the reference number. Do it asap because you dont want to leave anything to chance

Didn’t think this was going to happen! Just checked the application status and it was approved. Been checking all day and pretty much gave up!
Your application has been processed and your licence has been issued.
Timeline (Ontario): PAL/RPAL course completed: June 5, 2022 Results received: July 18, 2022 Application sent the same day Application status appeared in portal: September 28, 2022. CC charged: September 29, 2022 (had to call in as the original CC was compromised) Application approved: October 7, 2022

Just got off the phone with the MB CFO office. Told me to pound sand and that the CFO doesn't take any calls
Called my MP office right after, they've been getting tons of complaints and have been making complaints of behalf of people but nothing is changing.
Idk what to do now. My 6 month grace period ends in 6 weeks

It won't help immediately, but you need to lobby your Provincial level elected officials. Manatoba needs a CFO that stands with gun owners, not against.

I got my PAL APPROVED FINALLY !! Received April 29th 2022 Cc charged July 29th Approved October 3rd
I emailed a cfo officer in Ontario like her personal work email and she approved it.
My suggestion to you guys is just to email your CFO and ask when the cfo received your application when they reply just be like “thank you may I please have your name?” When they give you their name usually they put their CFO work email and number with extension.

Sorry to be the bearer of bad news. This is definitely something that had to be done a little bit sooner, seems as though everyone rushed to get it done last minute and unfortunately there's some gnarly delays currently.
Booked all my courses the literal day that I heard of potential ban, didn't want to leave it to risk. Sorry buddy! Still many sweet restricted firearms to choose from though, not a total loss.

Has anyone gotten PAL's approved in Ontario this weekend? I'm still waiting just over 2 weeks now since cc was charged, been working on my hunter's course to help bide the time but it's hard to be patient they took my money I just want the darn license already. Which I'm sure many of you feel the same.

It will be months. CFO Ontario is provincial under the OPP, and like many provincial services underfunded and understaffed. They don't even answer the phones.

I as well have been waiting over 2 weeks since credit card charge. I know they are backed up but I also know people have had their card charged and been issued a card within a week. There seems to be no rhyme or reason on how they approve pals in ontario

I guess my thing is like if its at the stage of them taking the money for the application and its gone through the initial review or what ever it is what do they do after that to get it to being approved? Like how long or how much time do they need to spend on that part cause you would think it'd only take maybe a couple hours or (minutes even???) and then they can move onto the next one, I mean I have no idea what the process is but I just have a feeling that whatever they are doing there's probably a good chance is like the least efficient way you could possibly run it as like you said ckerr08 if they are just picking ones at random and......doing.....something? with it? Like what? Honestly I'd love to know how many they approve in a single work day, I know they are backed up and short staffed but it is getting a just a little bit ridiculous.

I work with him, I was at the post office when he sent his application, I was with him when his credit card was charged and I have seen his card in his hand. I have no reason to come here and make things up. I know you have lots of knowledge on this, I’m not doubting that, I’m just stating facts on what I’ve seen.

Yes I understand that. It’s what makes me wonder what is actually going on. That and the fact that they don’t respond to email and the don’t answer the phone makes it frustrating. I know they are busy and I am a fairly patient person but seeing this bothers me. All I want to do is hunt on my own, take my kids out with me and start a small collection of cool guns.

Exactly what I want to do, been going out observing while my friends hunt for the last 3 years I think now, and I'm so close and yet I still don't actually know where mine or anyone else's applications are in the pipe line and how long it'll take, like will it be some time this week, will it be some time this month or will it be 3+ months from now?. Very frustrating especially seeing others get approved every passing day who submitted theirs around the same time as me and or get their CC's charged later then mine did.

How long does a renewal take? I submitted in June and payment was taken at that time, status is "We have completed the initial review of your firearms licence application. If additional information is required, you will be contacted. Please check the status again at a later date."

Do I need to call the CFP and use the main line transfer option to initiate a private restricted transfer (1-4-2), or can I call my provinces CFO directly (1-1-ext)?

Answered my own question. Got through the phone and CFO says they can't initiate, you need to talk to the transfer unit (1-4-2).

Hey guys. So here's the thing: my girl and I are currently touring Canada and we will be attending the CFSC next weekend. Signing up for the course was already a fight (since they claimed you need a Canadian address to even participate the CFSC) and I have a hunch that the process going forward will be even more difficult.
Has anybody here experience applying for a PAL as a non-resident from outside of Canada? What problems should I be prepared for and what should I consider when applying? TIA!
PS: The letter of good conduct is not an issue. I need this all the time, and we have a standardized procedure for this.

*RPAL APPLICATION UPDATE*
Already held PAL, application for RPAL upgrade, NB resident.
Timeline
July 16, 2022 Took RPAL course in Nova Scotia
July 18, 2022 sent expedited letter with RPAL application to RCMP processing in Miramichi, NB
July 19, 2022 letter received by processing center (letter tracking confirmed)
Sep 26, 2022 RCMP website updates my application info, shows they received application on July 19, 2022, states that application has passed initial review, check back later for updates. My credit card was charged the application fee on Sep 26, 2022 as well.
Oct 5, 2022 RCMP website updates my application info, shows that my application has been processed and issued, card should arrive in 2 weeks.
*11 weeks from receipt of my RPAL application until website showed processed*
There is hope people, the regulations have not changed as yet for the handgun freeze, keep your fingers crossed.
Now for my own question:
I think I remember reading somewhere that once you application is approved / processed and you are awaiting the RPAL card, you can figure our your new RPAL # by modifying digit(s) to your existing PAL, so that you can use that new RPAL # to purchase a handgun and start the transfer process. Can someone clarify this for me.

called my mp 2 weeks ago. they lit a fire under the cfos ass. I'm in ontario. I'd advise you to do the same. I sent a polite email stating the wait times are bullshit and completely unacceptable. they did their thing and a boom 2 weeks later I got a call from the local cfo and was approved over the phone.

There's a high degree of uncertainty. I doubt you can 'make sure'.
If you get through to the CFP, you should be able conference call someone in. I and many other people have done it.
I don't know about email of the transfer form. RCMP site states addressed mail, however there is perhaps a fax number. Look here and here.

Ideally, when the buyer and sell agree. Choices seem to be upfront, split, COD.
Both sides of the deal should be working to minimize risk to some degree.

I would try to find the provincial rules for shooting at your friends cottage. As for spots, anyone who knows a spot wouldn’t share it. Too many people knowing leads to the spot getting shut down most of the time.

Anyone have any recommendations for models or brands for a person who is new to the hobby of collecting and target shooting?
I'd like to start off with something that isn't going to be overpowered for a newbie, but also hopefully something that will remain useful throughout my life as a hobby target shooting weapon.
I'm open to just about anything, although for target shooting I'm not so sure that I'll ever end up with a shotgun - probably just rifles and if I'm lucky handguns.

I read the same recommendation for a first firearm some years ago and wish I got one then. Prices only go up. I'm happy with my alternative 22 rifle (Rem 597) but the 10/22 receiver has a big aftermarket, allows a bit of modularity so you can have different styles of the same gun, with new goodies to buy and add to your rifle, even years on. Good pick.

What are some small earplugs that are rated for shooting? I have a good set of browning over the ears for my pistols but I find them too bulky to get a good cheek weld with most of my rifles.

Seconding decibullz, also available on amazon. They are molded to your ear and have passive acoustic filters that work great. Their impulse rating is suitable for firearms-level noise.

Question. I just received word via the RCMP portal that my RPAL is in the mail. Do you guys think I’d be able to start the process of purchasing a handgun with my license number only? If I’m able to call and get the license number.
Hoping I’ll be able to snag one before the federal ban.

you'll need to know the number if you're buying from a business. For a private sale, you'll also likely need the expiration date, which should be your birthday in 5 years.

I don't have my card yet, the part of the number they ask for is only the 1st 8 digits, same number as my previous PAL, the expiry date is listed under your profile on the website.
I purchased a handgun with just my existing number and new expiry date.

Always payment first. You wouldnt get a buyer to go put a car in their name prior to getting payment, same applies here but more important. Payment first 100%.

Wait times for transfers to be approved pre-June? In Ontario...4-6 weeks maximum. 3 weeks is what I recall. Now it's 4-6 months.

Each province is different. In Alberta, if you called, it was immediate. Often without calling it was 1h.

I recently bought a handgun and called the shop to get my Transfer Ref # and their best guess was about 2 months for BC … but anything is possible.
The shop was Prophet River, and I actually spoke to the woman that does the transfers. She said the one way you can expedite things is by forwarding the Transfer Notification from the RCMP to the shop whenever you do get it. Other than that it’s a waiting game or taking your chances calling the CFO for them to jam it through, but it helps to have a good reason (moving soon, an upcoming class you’re going to need to cancel, etc).
BTW, I’ve talked to two people at Prophet River and they were both super helpful and courteous. Props to them because I’m sure they get a million calls a day about handgun transfers that they have no control over.

It looks like my CC got charged on Sept 15th. Timeline-wise (for BC anyways) how long til it gets approved and how do I check?
I tried logging into the CFP Individual Web Services and it's not accepting my login details (in License Applicant--says "We do not have any information that matches this data"). Should I call the BC CFO?

Usually around 3 months from date of cc charge.
If it's around that 3 month mark then sure, otherwise I'd hold off on calling. System might just be having some issues currently.

Hey, I had a question about slugs. The Challenger Target Slugs have no indication on whether they can be fired out of a full choke barrel. I have a fixed full choke and wanted to know if it would be alright to fire out of that. Their other slugs for hunting say that any choke is fine, so I don't think there would be any issues with it. Let me know if I'm wrong though, I don't want to blow up...

Yes, you can fire a slug through a full choke, and it’s relatively
safe (ALWAYS read the ammunition advice). However, since a full choke is
narrower, it may wear out quickly or fracture with repeated use. Some
rifled slugs will tell you they can be fired through any choke but
mention that improved cylinder chokes get the best performance usage.
Rifled slugs can be designed to deform through the narrower choke, but
will lose both power and accuracy relative to a cylinder or improved

If you can get hold of someone in CFP you should get your number. Dealers only need your number and some personal info to initiate a transfer, however private sales needs both the seller and you to call the CFP. Do it at 9 am and grab something today before the transfer freeze come out ! There should be a few P10 left in some stores.

I'm applying for a PAL & RPAL license for the first time. I sent in my application about a month ago. When I go on the website to check my application status, it says they don't have any information that matches the data.
I called last week and got through to someone who said to just wait until they charge my credit card and then call back a week after that. I just want to know that they've received my application, but he wasn't able to give me any information about that.
Is this normal? Am I doing something wrong when signing in to check the status? When it asks for my first name, last name, and place of birth, I'm capitalizing the first letter and the rest lower case. Is this stuff case sensitive? I've tried a few different combinations and have not had any luck.

It took me 3 months before they charged my CC and finally showed up on the website (App sent June 24 express mail, and the website did not update until Sept 15) so you will probably wait another month or two. I know it's a torture to wait and you get restless checking the website every day... Hang in there!

What is the best rust prevention product? I got my first firearm and I want to protect it as much as I can. Also, should I remove the stock (CZ 457 Lux) to apply the product to the inside mechanism and underneath the barrel to protect them as well? Also, how often should I be applying said product?

Is Firearms Outlet Canada super backed up on shipping? Or does anyone have any insight into how they are doing? I sent them my transfer approval, they confirmed receipt of my email, and said it will be couple days to a couple weeks until my restricted is shipped out. It’s been two weeks and there’s been no word. They also told me not to call or email cause it slows them down.

Quick CFSC question. Located in Vancouver area BC.
I wanted to take CFSC/CRFSC course myself for PAL, and I wanted to take my son as well. He is 9yo. He begun to express interest for guns and has a bb rifle for a year now, I want him to take the course for strictly education purposes, so no PAL involved for him until he is 12yo.
So far I've tried three course classes and they don't allow it. Do you guys know any academy here in Lower Mainland, BC that would take such a deal?

Aside from the basic safety instruction, the course has a lot of coverage of legal requirements. I was a pretty smart kid, but I think at 9yo, most of that stuff would have gone over my head. My advice, take the course yourself and get your licence, then spend the next three years teaching him the course content yourself so by the time he can take it, it’ll be a breeze for him. In the meantime, take a look at Project Mapleseed. It’s open to all ages. Sorry, I know this isn’t the response you were looking for.

You do get some instruction on parts and some hands-on with disabled firearms, but I think for someone that age, there are better ways to get interesting hands-on experience.

So I bought some handguns from online and they asked where I would bring them. I put in the club I planned on shooting at but am now going somewhere else. Should I wait until they arrive to set them up for this new club or can contact cfo and they switch it over ASAP?

It shouldn't matter too much, unless you live in Quebec. At the time you spoke to them, you had one club in mind, so you provided accurate information. Your ATT should allow you to take them to any provincially recognized regardless, so that could be the one you mentioned to them or the new one.
Unless you live in Quebec, then you don't really need to be registered with a range. But, if you told them you're acquiring it for target shooting, they at least want to know you're going to a range (otherwise you may have to register as a collector). The range can be any range though...and in booking a time there you will give enough evidence that you are target shooting in the event of an audit, which is not really likely to actually happen. Don't worry too much. But you could always call to let them know, no harm in that apart from the difficulty you'll have in calling in right now.

In conversation with someone that works at a range the reason they no longer allow non members is walk-ins have damaged the range and equipment whether intentional or not. Walk-ins need to be supervised whereas members at this particular range have demonstrated safe handling with a club level safety course.

Just got my student papers yesterday in the evening. I printed out the 5592 forms, however I’m hearing that first time pal submitters need to complete forms through paper and can’t do it digitally, is this true?
Is there any resource to help with completing the 5592 forms since it is my first time and it’s kind of overwhelming.
Also there’s a question about job loss, I recently walked out of a job due to it being toxic and not treating me well so I on my own accord left the situation. Should I mark down yes for the question regarding job loss?

The forms come with instructions, read them thrice and then again when you get stuck, then ask here.
Answer truthfully as deception is grounds for denial, you quit your job. Don't add any detail that is not directly asked for. This applies to any police interaction.

I don't know why people think the only use for an RPAL is a handgun.
There's tons of rifles and 'smgs' that are classified as restricted and require RPALs. RPALs aren't going anywhere.
But you're not getting a handgun.

I am just getting started with the firearms and I am looking for a long range rifle.
Purpose would be long range target shooting, >500 yards. From my research, it looks like a 308 or 6.5CM would be the ideal for this distance.
Any recommendations around $600? Also, should I go for a lower caliber for starting and then reassess later and buy a 2nd one?

Agreed...you don't "get started with firearms" shooting past 500 yards with a full-power rifle. Start small, develop skills, once you're decently accurate at 200 yards then look into upgrading your setup and progressing further
