Final RPAL application update.
ON, approved with personal history box checked.
Mailed: March 13th 2022 (regular mail)
Received: March 18th 2022
cc charged/initial review completed: June 15th 2022
Transfer to ON-CFO: July 5th 2022
Approved and Issued: August 8th 2022!
Start to finish was 4.5 months.
I answered Yes to one of the personal history questions (depression) and included a BRIEF letter explaining why I checked the box and which aspects didn’t apply to me (e.g. have depression, no substance use disorder, etc…). I also included a note from my doctor where they specified that they were comfortable with me getting PAL and said I was stable.
When I spoke to the CFO, they were very happy that I had preemptively included all of that information.
Called ON-CFO and they gave me my license # and now I’ve already got a handgun in the transfer queue!
For other’s benefit:
Canadian Firearms Program (RCMP) - for application updates:
1 (800) 731-4000,1,,,,,,,5,2
Ontario CFO: 1 (800) 731-4000,1,,,,,,1,7503

4.5 Months? Not bad, I submitted my info in June; hope it gets pushed thru before everything dries up {rpal & handguns :( …}
Tried the check application status website no hits for my info

u/iloveneuro Aug 10 '22
You won’t be able to see your info in the portal until after they charge your card. It’s taken 3 months pretty consistently to get to that point. Good luck!

wow lucky!
mine was received 25 feb and nothing yet. how did you get through to ON-CFO? i keep trying them and just get the same message ' this phone line isn't equipped for messages.' and phone disconnects

The more time goes by the more I realize my wallet is gonna hate this hobby.
My PAL was approved Friday (still waiting on it in the mail)
I called to get my license number and bought a handgun today
hours later I'm already thinking it's gonna take forever to get the ATT so I should get a 22 rifle in the meantime since there's no use in having an empty gun cabinet for 2+months.

Wrote this to my MP, steal it if you want.
I hope all is well.
I have two concerns I'd like to share with you regarding firearms rights.
Firstly, service from the Ontario Chief Firearms Officer to approve restricted transfers has been abysmal. I have been waiting over a month when this process should only take a few days and some of my friends have been waiting upwards of 6 months. This is completely unacceptable.
By doing the math with the transfer numbers and how many are getting approved a day, I was able to calculate my transfer will not be completed until well into the new year unless something is done. I would appreciate your help in resolving this issue.
Secondly, firearms rights in Canada. Every few weeks now it seems Trudeau finds another way to demonize and take rights away from law abiding citizens while reducing penalties for criminals. There is no data to show these bans are effective and all he is doing is destroying a multimillion dollar Canadian industry. Legal gun owners are not the ones committing the crimes, criminals and gang bangers are. All this wasted money into a buy back would be better suited for community outreach and youth programs to help stop the gun violence issue at it's root. I understand this is a national issue so it might be outside of your scope but I figured I would highlight it.
Below is a study on the effect of gun control on gun crime in Canada. Here's a spoiler, it hasn't been effective.
https://journals.plos.org/plosone/article?id=10.1371/journal.pone.0234457
I appreciate you taking the time to read this email and I hope you continue to represent your constituents well.
Thank you,

Was just coming here to ask. Mine was submitted on the 1st - are they coming out finally? I’ve been trying to call the CFP to no avail, and the online portal has been down as well. So frustrating!

I've tried calling 7 times and phone keeps getting hung up.
no way of getting through to Ontario CFO, just says phone line isn't equipped for messages and they disconnect.
now on 6 months, no idea what the issue is.

Been waiting since June 9 for a handgun to be processed by the cfo. Does anyone know if the government will honor existing transfers before bill c21 comes full swing in the fall?
8
u/EpicEric Aug 09 '22
If the transfer is initiated before they freeze, then you'll be good to go.
You'll find this in the bill under Transitional Provisions.
Registration certificates — handguns 47 Section 12.2 of the Firearms Act, as enacted by section 17, does not apply in respect of a registration certificate for which an application was submitted in accordance with section 54 of that Act before the day on which that section 17 comes into force.

u/Marinoni Aug 09 '22
Almost feel bad posting this. My PAL renewal with restricted upgrade was approved August 6th. With my existing PAL number I made an online purchase that same day via Gun Post.
August 8th seller called in and received reference number. I called and confirmed my info with reference number that same day.
August 9th I emailed the provincial CFO with the details of the transfer and a copy of my range membership. 4 hours later we received approval of the transfer.
Again, this is for Nova Scotia which has a small population and even smaller number of PAL holders. I’m speculating that maybe my email helped or maybe them recently seeing my PAL renewal helped. But in any case I’m thrilled.

I will be out of Canada for 2 years for a exchange program. What can I do with my firearms? Some of my stuff is going into self storage. I also have relatives here but they don’t have PALs. Can I store it with them as long as I change the registered address for restricted and lock them all in the safe so only I can have access to it?

I've purchased 4 handguns recently and have had no issues, the cfo told a buddy of mine that they are completely unconcerned about high volumes of transfers from a single person because of the current circumstances.

Ontario's CFO office is a disaster. You need to demand that your elected officials take action to correct the problem (higher more staff?). I guess once C21 is approved, CFO offices will not have that much to do, so they won't need extra staff then....

Add your transfer number to your comment and that might help.
I've seen some people from Ontario in other threads get their restricteds with May transfers but I can't link you to anything. If you see someone post a handgun then check the comments or scroll the newbie thread and someone's talking about it or giving an update.
I ordered mine on July 6th so wish me luck.

Transfer question….
Bought a restricted from Cabela’s and received an email notification of 2 transfer with attached pdf from the rcmp.
Eventually I received everything hard copy.
When I reached out to cabela’s about the order status they told me they could “get no information from the rcmp” about rhe transfer due to privacy laws and that I should call them?
I forwarded them the electronic transfer document and was not responded to for weeks.
Finally they responded with a single line:
“This order is cancelled.”
But the firearm was transferred to me….. but never shipped.
Do I just contact the CFO and ask them to reverse the transfer? I do not trust cabela’s knows what they are doing at all.
Anything else I should or need to do?
7
Aug 10 '22
You probably need to call back. Hopefully Someone who actually knows what's up will answer....
Once transferred to you, it legally is yours. Cabela's has a duty to ship it to you.
4
u/Scopequest Aug 10 '22
They asked you to call them, did you call them?
Call them and see if they still have the item and if they can ship it and bill you.

Get it, because we don’t know what will pass and want won’t and what may be repealed with new govt etc. you’d rather have then not use then want and not have
4
u/giovannigionta Aug 11 '22
I would still do it as others have said. You never know what will and will not happen in the future. Keep in mind that the ban is on restricted handguns, you still have restricted riffles that require the same license and are not part of the freeze.
Another reason would be you can still be a member of a shooting club. As an example, in Quebec you are required to be a member of the specific club (and of course have a valid RPAL) in order to shoot unaccompanied. At the club I am a member of, you can rent firearms for 10$ (pretty decent choice) as long as you buy their ammo (market price). Sure beats having someone accompany you for a hefty price (hundreds) every time you wanna go shoot.
Edit: If I take a glimpse into my crystal ball, I am sure many clubs will be expanding their rental section in order to keep the sport alive.
3
u/_Connor Aug 12 '22
You're not buying a pistol, at least not in this political climate.
The transfer freeze will be long implemented before you get your license. You're looking at 6+ months before you even get your license. Freeze is expected to hit in October.
Your only hope is to get licensed now and then pray the freeze is reverted at some point in the future.
→ More replies (1)2
u/Apples_and_Overtones Your feet suck and so do you Aug 11 '22
I'll second the opinion to just get it anyway.
It's most likely that C-21 will pass unless the NDP for some reason vote it down. If so that will effectively kill (new) pistol purchases for the foreseeable future. Which of course, is terrible.
However, we don't know with absolute certainty that it will pass, and even if it does, there's a small chance it'll be either repealed or modified by more friendly governments later down the road, potentially as soon as the next election.
As another commenter said, it's better to have and not need it, and I agree with that.

-----Gun ranges in Ontario-----
Hi,
Recently, I bought a rifle and I'd like to try it somewhere in Ontario.
However, I'm only here for a few more weeks and unless membership process is fast, I'd like to go to a range that doesn't require membership.
Anyone knows about a gun range in Ontario that wouldn't require me to have a membership to use or if it requires one, is the process quick?
Thank you.

(Also yeah, I'm really new to all of this and hopefully I didn't ask the question that will result in the answer that sounds a lot like: "all ranges require membership" )

Just had an email from QC CFO regarding the ETA for my two transfers (dated 13 th and 14th of june respectively) as I will be out of the country for a few weeks starting mid august.
[Translated] : "We would have like to give you an ETA, but due to a high number of applications we doubt that they will be processed before you leave (16th of june), they will likely be processed after you come back (mid-september).
To me it seems that QC CFO is way behind other provinces...
I wish everyone good luck with their transfers, this is getting ridiculous, and I so tired of this I'm considering getting a complaint with the ombudsman over the processing time. Not accelerate my transfer but to send a message.
This is clearly not okay, I'm tired of it and want to voice my frustration. What do you folks think?
Oh, and I'm not even talking about the challenge of calling the CFO for a transfer, or whatnot. Took me 10 days of trying daily to finally reach someone...

In Quebec as well and it’s a real fucking joke. I’m exasperated. How does one make a complaint to the ombudsman? I will send one immediately.
Edit: found this link https://protecteurducitoyen.qc.ca/en/make-a-complaint/complaint-forms/online-complaint-form#step-2
Filling this out as a complaint towards QC CFO. We’ll see if anything comes of it (doubt it).

Tl;dr Should I pay over double and settle for a Shadow Systems before time runs out or should I risk waiting for a Glock 19 which is what I really want? Scared for them to ban purchase/transfer and I'll end up with nothing. Long story short I had a Glock 19 while I served overseas as a PMC and I hold it dear to my heart. After 6 very long months I finally got my RPAL today. Glock 19's have been out of stock everywhere since the Trudeau announcement. Today, the day I get my RPAL, I got an email from Firearms Outlet Canada that they got a shipment of 19's. I'm usually a person who always has his phone on him and checks its religiously. Today, of all days, I had guests over and to be polite I put my phone on the side. To my surprise, I checked my phone and see that FOC got a shipment of 19's at 06:21pm. After over 2 months of being out of stock everywhere, the day I get my RPAL and the one day I don't check my phone, is the day they restock 19's. Needless to say by the time I saw the email they were out of stock. I'm broken.

1) Check local (municipal) bylaws.
2) check air bnb rules?
3) store it safely. Lock it up extra good so your friends can't get it too
4) you sound new ish to firearms (and I assume friends are too) and in unfamiliar territory. Either of those are enough to say you should not mix any alcohol when using a firearm.
5) it's impolite and maybe illegal to shoot at night (depends on location).
6) treat the firearm (and make sure friends do to) seriously. Fucking up with a firearm can be life changing.
7) normal rules of firearms, seeing up a firing line, safety, etc.

I recently purchased a used M41 and would like to buy a new set of grips. Any ideas on whether the import ban will prevent me from buying something as simple as wooden grips from the US and having the seller ship them to me here in Canada. Realistically it’s just a hunk of wood but I know CBSA can be fickle about these things during the best of times.

Should i mail my pal application with tracking?
4
u/Greatfuldead666 on Aug 13 '22
Yes, otherwise u may be like one of those who wait a long time only to find out it’s been lost in mail.
3
u/fltlns Aug 13 '22
On the flip side I did mail with tracking cause I wanted to know when it got there so I would know when the wait period was up and could start calling about it

Highly unlikely that Canada Post will lose a letter to a government agency that receives hundreds (thousands?) of applications per week.
They are much more likely to "lose" those gift cards you sent to your nieces for Xmas

Recommendations for clay shooting near Halifax? I’m newly licensed, and looking to get some experience with clays before trying out duck/goose hunting (likely next season at this point). The sales rep at Cabella’s said that it’s possible to book this at some of the DNR ranges. Anyone have experience with that? Also any recommendations among the private ranges?
2
u/Marinoni Aug 07 '22
Non of the provincial ranges allow clay shooting. Technically they only allow shooting from the seated position at the shooting bench and only for the sighting in of rifles at 100 yards. With that said, there’s typically lots of broken clays, rounds and evidence of other activities.
Overall for HRM I think MVRRC is the best bang for you buck as far as ranges are concerned. Lots of rifle, pistol and a shotgun ranges to choose from. They do host clay shooting events I believe. There’s also Nova Sport Clays that I’ve heard good things about. But never actually been to. The NS Hunting forums are also a decent resource for NS specific info.

Probably October but good luck getting anything after August 19th with the import bans. Shops will sell out and that's going to be it for new stock.

I bought my second restricted firearm from a store. Would I be expecting a call from the CFO asking questions such as for the purpose of my purchase?
It's my first time buying from a store and I don't really know what the process is. How long is usually the wait time in BC, from getting the email that the transfer is in process to take the firearm home and getting the registration certificate in the mail?

I ask for payment and then apply for transfer. I would also refund payment if the transfer didn't get approved.
Ship on completion of transfer (seller needs an ATT for this).

Will the new ban on handgun import affect my order from July 20th? I ordered mine from RDSC and they said expect 4-8weeks for the delivery.
3
u/StevieWonderCanSee1 Aug 08 '22
Probably not. If you bought a gun that they had in stock, there shouldn’t be a problem.
And I don’t think they would have sold you a gun they didn’t have in stock, so you should be fine.

When shipping a sold firearm, do you need an ATT just to drive to the post office to ship it?
I never considered that before but the person on the phone at the CFO told me I do.

You're transporting it, yes you need an ATT. I don't think the auto ATT on the licence covers selling or transferring does it? (I don't have one to check)

I have the MCR Absolute beast. Closest thing to an AR available in Canada.
→ More replies (1)2
u/BuyRelevant1000 Aug 09 '22
My MCR has been great.
Some things to note:
- Shoot some steel rounds to smooth the chamber surfaces before shooting brass. Now she cycles everything beautifully; was jamming/denting the brass on the sharp chamber edges first range trip.
- It's over gassed. Tosses rounds at about 2 o'clock. I dont see this as an issue as it allows me to shoot surplus better. However, see next point.
- Locktite your gas screw. This seems to be an issue on both rifles, and on my last range trip when taking apart my gun to clean I noticed my screw had become halfway undone. Likely caused by the force of it being overgassed as mentioned, so just locktite it so you don't need to worry about it.
- My handguard kepty sliding off, I got a better handguard from TNA and it hasn't moved since. They will warranty your handguard but they require you to send in the entire rifle which I wasn't about (bans, etc.) so I just bought a new one from TNA.
- Depending on where your hand goes it'll mark your hand up with the gas coming out of the handguard. Lots of little fixes for this but I just used a vertical grip/moved my hand slightly forward.
Despite these little issues, the MCR is a fantastic rifle. people complain a lot about these issues and while I agree, it's the price we pay for having to reinvent the AR for the canadain market after the ban. For the price of $1800 after tax it's one of the most affordable "not an AR" rifles you can get, which we will never get again come next round of lists/bans. Also, its loud AF with the muzzle brake.

Hey everyone,
I'm not allowed to keep handguns in my house. My friend has his restricted and is willing to keep mine there.
How do I go about that and is it even possible?
4
u/giovannigionta Aug 09 '22
Another option would be to become a member of a shooting club that also provides storage services. This way you will be able to shoot it whenever you want.
3
u/_Connor Aug 09 '22 edited Aug 09 '22
Yes, you can do it. You need to call the CFO and get an ATT for them to store it.
Not sure how this would work in the long run though. Most people who do something like this only do it for a week or two at a time when they're going on vacation or something. Not sure what will happen if you ask for an ATT for an indefinite length.
Are you 'not allowed' legally or because people in your life don't want them there? If it's the latter, it's probably just easier to hide it in your own house. Handgun cases are small.

Application for a non-restricted submitted on January 22nd and received on February 14. Card charged shortly after. Called to make sure my application was all in order, and it was, and the representative said I should have my licence in hand in 3-4 weeks which even I knew was ambitious. Current status is still in the initial review state and I of course can’t get an update over the phone, because the phone lines are always too busy. Approaching the six month mark now. Any idea how much longer I have to wait?

Once you purchase from a store, they initiate the transfer- they send your info off and it goes into cue. Long story short, In this current climate, expect many months before you see it. Once it passes thr CFO’s desk, and it’s approved, they email you. They also send you a new RPAL card with an updated ATT. You will have to wait for the new rpal card, the paper work and the firearm before you can bring it anywhere (your range). I ordered one lastnight, received a ref number today or ‘5992 xxx’ so expect a long wait lol..my first one from May 30 (5912xxx) still haven’t heard anything yet…(Ontario)

Hey guys so tomorrow's gonna be my last crack at a 9mm. I don't have a lot of money though rn, before this shit storm I was saving for a PDP but got laid off around the same time as the freeze. So now I basically I have a day to decide between a surplus Jericho (had one before and liked it), a girsan mc28 optic ready or an fmk whatever the cheap ones called. The fmk is appealing if it's close to as good as what it pretends to be, the girsan I like because the reason I sold the Jericho is cause I wanted something optic cut, and the Jericho is probably objectively the best of the bunch. What do you guys think?
Edit: thanks for the input guys , ended up going with a canik tp9sf elite

I passed my CFSC and CRFSC exams almost three weeks ago. I haven't even received my exam results yet so I'm assuming I won't get my RPAL before spring 2023, or if I'm lucky in winter 2023. My original plan was to start with a 22lr pistol and get into target shooting, something I have been thinking about for over 20 years. Now with this stupid bill C-21 I think it's not gonna happen. I'm really aggravated. I've been thinking about starting with a 223 rem bolt action because the ammo is cheaper and I'm gonna need lots of it for practice. Any thoughts?

u/Kise93 Aug 11 '22
You can also get a 22LR bolt or semi-auto for practice. Lots of great ones out there

Thinking about grabbing a glock when my license finally gets renewed. I'm typically a full size/service pistol guy which makes me want to go towards a glock 17, but a few people I know really like the glock 19 which is the compact version.
Does anyone have experience one way or another? How did they feel in comparison to each other?

I bookmarked all of the stores linked from Arsenal Force (opened to handguns, sorted, in stock, etc), and once or twice a day I flip through them.
I see a bunch of guns come and go in a day, usually on the same set of stores. But, other stores's stock doesn't seem to change much at all. And there're similar guns available on these sites (girsan, surplus, CZ, etc).
What up with that? Why aren't all the stocks dropping? What am I missing?

Anyone in ON know how long it's taking to get a transfer reference number on a handgun(s)?
I bought two on May 31st and June 1st in person at a LGS, and still no word...
3
u/_Connor Aug 12 '22
Reference number is produced immediately upon initiating the transfer.
Contact the stores you bought from and ask them for it. Some places won't automatically just give it to you. I had to email my LGS to get the transfer number for my CZ.

Any .22 NR really. Its a good way to practice the fundamentals of operation, safety and its a cost effective way to get a feel for your preference in shooting. Learn if you like Semi vs Bolt, scope vs irons etc.

What is the handgun market like right now if I were to try to offload a couple, in comparison to a couple years ago? I'm way out of touch. Did the recent news lead to higher prices as people try to snap up whatever is out there, or lower prices as people try to offload guns before they become paperweights?
