5 call attempts today to the BC CFO

Get through on attempt 4, call drops while on hold

Attempt 5 goes through again and I manage to get my information and question off, call drops while on hold.

I am on call 63, was on hold 3 times, all dropped after ~10 minutes.

Edit: now it says their office is currently closed. this message was played after my 4th time on hold, this time for 29 minutes. All new calls just plays the message that their office is closed.

Frustrating as hell, guess I’ll try again tomorrow.

How long does it take to obtain a one-time ATT these days using the online system? The purpose of the ATT is to bring the firearm to a local gun store for consignment. Thanks for any guidance you can give.

I'm happy for you, but this is F'n ridiculous, my application was received in May, CC charged on August 13, I still don't have it, just "initial review complete".

I'm also in Ontario and my application was all No's.

How are people further back in the line getting approved and I'm still waiting and watching the dwindling inventories disappear. So goddamn frustrating and infuriating.

But I'm happy for you man, enjoy it.

Crazy, sorry to hear that! I’m shocked it was approved so quickly based on all the stories posted. This application was for an 18yo with all no’s. We had/have a plan B (crossbow) if the license doesn’t arrived before Nov. Fingers crossed it actually arrives in the mail.

Hullo people!

New in town, PAL/RPAL just approved, so I'm waiting for my physical license so I can hopefully get a handgun before the ban (still a long-shot, I know).

I've seen the topic discussed about purchasing with just your RPAL # (ie: online purchase), and it sounds legal, is at the shop's discretion if that's enough. But does anyone know how to get your RPAL # before you get your card? Is it just calling and hopefully getting a human that can give it to you? Or is there a digital way? My online application on the RCMP website just says approved and I should have it in 3 weeks. But if I can get a purchase going sooner that would obviously be best.

Last: Does anyone know if a purchase/transfer started before the ban is grandfathered in, or are you SOL if you buy and the ban happens?

When I asked for my license number they said ā€œis it because you want to make a purchaseā€ and I said yes. Person on the phone said ā€œok, just be aware that they could ask you for a picture of the physical card but it’s up to them if they are good with just the license #ā€.

No issue with telling them the truth.

Yup, some stores ask for a photo of PAL and Driver's license. I am guessing to verify your home address for shipping.

But in my experience excessive information to the police is often a bad thing. You can lead the horsie cops to water but they only drink beer.

Calling the BC CFO, 8:30 on the dot. 5 calls, got put on hold 2 times both hunt up after 2 minutes. Now it’s the can’t take your call line playing. Wish me luck.

Edit 9:12 after 10 calls and being put on hold a few times, I got through and had my transfer done over the phone.

Anyone run a .22 lever gat? I really want a lever but 45-70 and .357 aren't really conducive to weekend warrior pop can shooting due to price and availability.

I think it would be fun to build a modern (aka black plastic) stubby lever action with pic rails and all that jazz.

Maybe one day I can justify a nice wooden Henry/Marlin in .357 or 45-70

You can for the time being, however most people have purchased whatever is left. Right now if you buy a hand gun (depending on province) expect to wait at least 2-3 months, or 12 if you’re in Ontario

I finally got through to submit our transfers. Called right at 9am and got on after about 25 minutes on hold.

I’ve been calling 20 times a day for the last week or so and was getting very nervous but I finally made it!

Applications are not processed the same way. Timelines are much more variable and dependent on your individual application.

I live in the Yukon, not that far from Whitehorse and am having a very hard time finding a CFSC to take. Am I crazy for thinking that in a territory of 40000 there should be avenue for me to get a PAL without boarding a plane and traveling South?

I got my transfer email for my first handgun a couple weeks ago. I was able to pick it up and bring it home but have to wait for the paperwork to come in the mail to take it to the range. On Friday I finally received some mail from the RCMP but it was just an updated license card. Do I still have to wait for more paperwork or is the card all I need?

By law, yes. You are required to have your registration certificate. I have never heard of a range checking.

Yes, you'll get another piece of mail with the conditions slip. My conditions slip showed up in 11 business days and my new license showed up the day after that.

I had seen a post somewhere detailing the estimated transfer time for a restricted gun to Ontario but can’t seem to find it anymore. I’m 5924. Sort of hoping to get it in time for Christmas lol.

Does anyone have a link to that? I vaguely remember it being an Excel file.

Too late for RPal course? I got offered a spot on a restricted pal course next month for a low cost but wondering if there’s any point in getting the license today, are any of the stores even stocking restricted guns because I see most of them are sold out(handguns primarily)? Is the a ban on import of new handguns coming in?

There are lots of restricted firearms other than pistols. If you're specifically only looking for a pistol then don't get your hopes up but otherwise yes it is worth it.

Short term, to be able to own a handgun today, that's likely not happening.

Long term... as OC says already, other restricted firearms remain available at this time.

Also, if other windows of opportunity for handgun ownership open up, perhaps due to legal challenges, you'd be prepared to take advantage of it.

Also, with an RPAL, when you're at a range, you may have a different level of scrutiny from the range officers. For example, ranges may not allow a solo person to shoot unless they carry an RPAL.

So I spoke with the CFP and was told my license has been issued and told I know hold restricted privileges, however my profile on the individual web services says non-restricted. Am I able to buy a handgun online with my new license number or do I have to wait until it says my profile has been updated to restricted?

How does the new NR transfer system work? I got this message when I made a recent purchase online "If you would like to use the reference numbers (not expired, each reference number is valid for 90 days) for your next purchase of Non-Restricted firearms in our store, please keep this reference number along with this order number."

Can I use this reference for any other seller within 90 days? Or only from this one merchant?

Also; holy crap I ordered an NR from FOC sept 8th and it's still sitting but I order this NR from Tenda on Monday and it's already verified and shipping.

Not 100% sure, but keep in mind that for NR, it is not a transfer. It is a 'PAL validation check' reference number.

While I'm waiting for my RPAL, I've been doing a lot a research about bolt action rifles. I've been looking into rifles, actions, stocks, chassis, etc. I have a question what do I need to connect a carbine buttstock like Luth-AR MBA-3 to to a chassis like MDT LSS-XL Gen2 (with carbine buttstock interface)? I've seen conflicting and confusing articles/videos on the Internet.

Since the chassis itself doesn’t come with it you would need a buffer tube, likely a fixed style(non adjustable) for aesthetics reason. The Luth-ar works with either commercial or milspec specs so either are fine. I will say after owning both, the mdt is definitely a superior buttstock and I would recommend buying one from them with the chassis.

To me the body would be the buffer tube that you do need, what you don’t need is the spring or the plunger(what rides on the spring)

The reason I am interested in Luth-AR MBA-3 is that I noticed it is used in Howa HCR and Mossberg MVP precision. I've been looking for a .223 Rem bolt action chassis rifle to begin with, for ammo costs. Unfortunately I'm a perfectionist and very picky, so I came up with the idea of building a rifle using Howa .223 Rem Barreled action, MDT LSS-XL Gen2 chassis, Luth-AR MBA-3 or MBA-1, MDT folding stock adapter, MDT grip and a muzzle brake. Then I realized Ruger Precision Rifle .308 is cheaper! Unfortunately it's not available in .223 Rem anymore.

I only mention that because I have a Howa apc Canadian with the Luth-ar stock and took it off in favour of the mdt. It feels way better quality and make. If you can wait mdt usually has a big sale for Black Friday .

That’s way too long. Keep calling and write to them. After this long, I think calling your MP or MLA (depending on whether your CFO is federally or provincially appointed) is warranted at this point (cc your your MP/MLA on your e-mail to the CFO). Hopefully you have a MP/MLA that isn’t anti-gun. If they aren’t helpful, you might need to lean on them a little more heavily (e.g., ā€œWhether or not you support private firearms ownership, the processing of firearms licence applications is a government service and I am entitled under the Firearms Act to be provided this service without unreasonable delayā€, or something along those lines). Even if you need to take a stronger approach like that, make sure you stay polite and reasonable… don’t give them a reason not to help you.

new shooter here and finding a dearth of gun clubs and ranges in Simcoe County. Those that do exist seem to either be inactive, not accepting new members, have a very long waiting list, and/or only accepting new members sponsored by those already part of the club.

Anyone aware of a good place or range at which to practice? Driving north for hours each time to use Crown Land is an option but not a great one... thanks in advance, much obliged.

Are you allowed to take your restricted firearms with you in the event of an emergency to evacuate? Say, hurricane Fiona or if your house was on fire? There was a condo building that recently caught fire in my neighbourhood and it got me thinking, everybody has access to the building now and can easily steal stuff there that's left behind.

That is actually a great question. I would say without any legal knowledge of this, just my two cents of reasoning, that it would be illegal without an att. Having said that there might be a provision in the act regarding this but I don’t remember ever seeing it.

As I understand it, just the frame. You’ll be able to get all of the parts for it still, including slides and barrels, etc.

I purchased a restricted firearm online and just received a transfer number from the seller. I'm not very familiar with the new laws when it comes to restricted firearms as this is my first. Am I supposed to use the transfer number for something or what? Thanks for the help.

Private sale or from a store?

If it was a private sale you need to call inwoth your reference number to compete the transfer. If it was from a business you don't need to do anything

At best there are "not a handgun" restricted rifles like the VZ 61, and B&T TP9.

I have some restricted transfers pending for 2+ months and may be moving soon. Can’t reach the CFP at all. I’m assuming if I update my address online, at the very least the transfers won’t be approved/pistols won’t be sent to my (soon-to-be) old address? That’s my main concern

In Ontario, no. You will get a new PAL card with the Transportation Condition (printed on the front in the lower centre). That is what we usually call your Long Term or Permanent ATT. In Ontario you do not need a range membership.

In Ontario you do not need a range membership to purchase a handgun. The ATT issued once transferred will allow you to take it home and then to a range and back. But it does not need to be only one range or a specific range, so far as I'm aware.

Just an fyi the person above isn’t 100% correct. The att attached to your RPAL let’s you go to and from any range in your province. Once you get your new RPAL and the guns registration of course. Don’t forget to keep the paper slip with the new license.

I’ve been looking around for a place to sight in a rifle for the upcoming hunting season as well as for practice. I remember coming across a webpage or two that offered walk in’s at their ranges but can no longer find them. Anyone know a place that takes walk in’s near the GTA? Or if anyone is willing to take guests I’d be happy to return the favour at my range (25m). TIA

I might be overthinking this, but I had a question about my application.

Specifically when it comes to job loss, I’m currently a university student and I mainly work in the summer. In the past 2 years I’ve had 3 jobs I no longer work.

1 of them I quit because I contracted COVID-19.

The other 2 were explicitly temporary positions, 1 was a temporary 16 week internship, and the other was a temporary position with Elections Canada during the last federal election.

Should I still check ā€˜yes’ on the box?

Mailed June 6

Received June 9

Cc charged august 25

Emailed cfo on September 15 and got an email back on the 20th saying they pulled and approved my application.

Hopefully be able to snag a couple pistols in time.any idea when the freeze will hit?

I’m new to all this as I just got my license and I’m looking for some suggestions from the community on what to buy. I have a gun safe from my grandfather but nothing to fill it with. I’d like a nice .308 bolt action something that’s reliable and accurate I like the look of modern rifles but I’m open to wood options as well and surplus rifles. I’m also looking for advice on semi automatic rifles for target shooting and range shooting when I eventually find and join a range. I realize there’s not a lot of options for semi automatics anymore but again I want something reliable. Thanks in advance!

What’s your budget? That will be the biggest factor. Savage and Ruger make some great budget bolt action hunting rifles. I have a Ruger Hawkeye mk 2 in .308 and couldn’t be happier with it. They are more pricey though.

I will soon buy the FX-9 non-restricted. It's a pistol caliber carabine and fonctions a bit like an AR. It's the only one I know that hasn't been banned by the OIC. I've watched a couple reviews and it's not the most reliable. The first rifle I bought was a 22LR semi auto. (savage 64F) and it's quite nice to shoot. It has no recoil. My father in law gave me an .243 rifle for hunting and I like it as well.

I haven’t looked too much into the smaller caliber rifles but they seem super fun to shoot. I’ve seen some videos of those GSG .22 LR firearms and they seem pretty cool. I’ll take a look at the FX-9 thank you for the suggestion!

My first gun was a mosin 91/30 you can find them anywhere from 450-650$ it shoots 7.62x54r (a little larger than 308) it's not the most accurate at around 5 moa but it should work fine for hunting and target practice. Non-corosive ammo is 1$/ea and corrosive is like .5$/ea. Unless you get the sniper variant mounting a scope is not really possible without irreversibly modifying it.

Hello all,

I'm from the province of quebec.

I finally got my RPAL issued 8 days ago (RCMP website) after sending it by mail in March, but I haven't recieved it yet in the mail. I still ordered a MR920 on FOC (only thing availiable) and I'm currently waiting on the transfer by the CFO. I have a couple questions.

Will my transfer go trough ? Is the RPAL number going to be the same as my old PAL? (I'm 99% sure it is) How about expiration date, will it be the same ?

This is my first restricted purchase. How long does it takes usually for the CFO to do the transfer in quebec ? Are my references going to get called? Would it help if they call the CFO?

Am I in danger to never get my restricted transfered with the new law taking effect soon ?

Will I get an RPAL with standard conditions attached ? Or will I need to get an ATT to go to the range ?

Sorry if this has been discussed before, I'm quite new to this.

Suppose you have sent a copy of your shooting club membership to CFO by email/mail/fax:

1, same expiration date, the only difference is the .002 instead of .001 on your new card.

2, before this handgun ban thing, 1st time restricted firearm buyer have to wait almost 1 month longer, and all your references even yourself will be called. It’s in general not recommended to ask your references to call CFO beforehand. When your references got the call, it means the transfer should be completed in a couple of days.

3, Transfers already in process shouldn’t be affected, but who knows? Both stock market and liberal Gvt are not predictable.

4, new conditions will be sent with your new RPAL. You don’t need an ATT to travel between your address and shooting clubs located in the same province.

I haven't been able to find a clear answer so far, is it legal in Canada to fire a gun with neighbours? How close to a neighbours house or highway is it legal? My municipality has no bylaws regarding firearms so it is strictly provincial and federal legislation that would apply here. I like to shoot rats and the like with bird shot in my 22 but am nervous about whether it's actually legal or not.

Ok took a look at the resource, it may be a provincial thing. Our in New Brunswick is as follows:

Legal distance

• It is illegal to discharge a rim-fire rifle, a centrefire rifle or shotgun loaded with ball or slug within

400 metres of a dwelling, school, playground,

athletic field, solid waste disposal site or place

of business.

• It is illegal to discharge any shotgun or muzzleloading firearm within 200 metres of a dwelling,

school, playground, athletic field, solid waste

disposal site or place of business.

• It is illegal to discharge any bow or crossbow

within 100 metres of a dwelling, school,

playground, athletic field, solid waste disposal

site or place of business.

Buckshot is not considered ā€œballā€ or ā€œslugā€ and

can be discharged between 200 metres and 400

metres.

double check the hunter safety booklet but I was pretty sure it was 200 meters from various buildings or landmarks (parks, ect) for shotgun (pellets) and 400 meters for bullets (traditional bullets or slugs / sabbots)

Hi, I recently posted about problems with my application and that I'd have to reapply, but actually I double checked what I sent and it seems everything is in order. I have checked Canada post, and it says they delivered my package to the RCMP office in Miramichi. However, when I check online it says there is no application that matches my information. Two months ago I was willing to accept this since it said to check later, but its late September and there is still no record of my application. What am I to do? I keep trying to call the CFP but they keep saying they're busy.

For legal reasons this is hypothetical.

Say you opened a "gun safe" that was legally a safe. But was by all common sense a cabinet.

Say this "safe" has a lock that rotates 90° to "lock". And is uncovered.

Say you put a soft bag (with ammo) into this safe after a range day to comply with laws in Canada.

Say this soft bag shifts and falls on the latch that rotates.

Say this prevents the safe from opening.

Say this causes you to forcefully open the safe with household tools in 20 minutes.

Say this destroyed the locking mechanism.

Would in this theoretical situation an external latch with a padlock be akin to a safe designed to store guns (restricted need no trigger lock) or a secure storage place (restricted firearms still need a trigger lock).

Again, this of hypothetical.

The law doesn't specify what type of lock is on the container.

Called the Ontario CFO office today about a transfer I started back in June and they said they are working on transfers from the week of June 4th.

Just a PSA update on timelines for restricted transfers in Ontario. Hopefully it saves a few people from waiting on hold for 45 minutes just to be hung up on or not able to get through at all.

I don’t get the point of calling for updates on your transfer. If you know it’s in the system and you have your transfer number, why not just wait? There are lots of people posting when they get theirs approved so that should provide a good enough measure of where you’re at.

Not criticizing I just can’t imagine wanting to call them again after I finally got through.

2 Reasons. 1. I hate the lack of communication in govt. run black hole systems 2. I'm impatient lol.

I trusted the process for my PAL/RPAL only to find out after waiting 6 months that it was held up in limbo because the wrong fee was on the form and it was short $0.75. Had I not called back then, I'd probably still be waiting on it LOL. When I called I gave them my Mastercard for the $0.75 and it immediately flipped into approval. I realize transfers are different, but same black hole system applies.

Not applicable. What can affect your application is criminal record, negative police interactions, References or spouse or partner calling the 1800 number to report you as unstable, mental illness. Income/career are not even part of the application (and why would they?).

What is up with the RCMP phones lately? I spent months calling them in my spare time just to get kicked off because the lines are busy. 4 months latter I get thru and their payment system is down. I'm trying again yesterday and today and every time I am put on hold, the time is random between 30 seconds to 25 minutes just to get hung up on! Is this how they're making their call times look better for their next audit? (From ontario, calling at 10 cause I'm busy til ten then randomly thru out the day. Preferably before the lines open up to the rest of the provinces. Trying to pay for my first license, not doing the online thing because we all know how good web security and government are).

I assure you they are not purposefully dropping calls. Their system is overloaded and only has so many lines. A few times I even got the ā€œthe customer you have reach is unavailableā€ message from the telecom so their lines are just busy.

How can I safely decock my CZ 457? I'm new to firearm ownership but I do know that dry firing rimfires isn't recommended. I assume you hold the trigger while slowly closing the action, however there is still a faint click (less loud and harsh than dry fire) when I bring down the bolt handle. Should I be concerned? What can I do to prevent damage to the breech/firing pin?

Get gen2 if you decide to, but they are hit or miss… you either get one that is flawless or one that falls apart. Kodiak is good though for warranty stuff

I second that "flawless or falls apart". I have a late gen 1; only issue it's ever had is the nylon bushing shattering in -20 weather. I've heard many other stories of rifles that fell apart real quick. Guess I got lucky

Id recommend either gen 2 or late gen 1, though I'm not sure how you'd confirm if it's late gen 1 or not. Might recommend waiting a bit on the gen 2 if you have time so they can iron out the kinks

I'm on pretty much the same timeline, the CFO I talked to to said I should have it in 3 weeks, and he seemed cool.

Why do I say he's cool? Because I screwed up my application – garbled a reference phone number (wanted to die). I sent in the revised paperwork months ago with no update so I started calling. Finally got through, told him my sob story, he told me to hold, and just fixed the application right there. The next part blew my mind: it automatically approved the application by doing that one thing.

When he came back on the line "I have good news for you", understatement of the year.

Now we are just racing the clock on the ban. Fingers crossed, comrade.
