I hear yea, RPAL uprgrade from PAL received march 9, still not in the system online, calling the 731 number for an update is pointless now, it hangs up on me. Everything I’ve been watching online is long sold out, and I doubt retailers will bring in more stock with the threat of getting left with lots of $$$ in unsellable stock. Frustrating to say the least!

UPDATE FOR ONTARIO RESTRICTED TRANSFER WAIT
I emailed the CFO yesterday with a few questions I had, one of them being the current wait. The guy called me just now and said that they are currently working on transfer applications for the days of May 6/7.
My application was recieved by them on May 31 and the guy said for that it will take about a month, maybe just under a month.
Whoever wants to know wait times for their application can probably just extrapolate from that

RPAL application mailed off Feb 4th. Application received March 7th.
Completed initial review.
CC charged today.
Hopefully it's not much longer.

Update from here - PAL/RPAL application received March 7 - My credit card just got charged this afternoon (June 1) - after 86 days (12 weeks). Never been happier to see a CC notification!

Ontario, apparently you can jus put O. Alberta just put the drop in range you plan to use and contact the CFO office and let them know you plan to shoot at that drop in range. Other provinces you will need a membership.

I can’t speak to the legality, but you could call the retailer to ask because they may have a store policy that differs from the law (ie. does not allow it even if it’s legal)

Just another datapoint around a new RPAL/PAL application in Ontario: My application was received on March 7 (according to Canada Post). I called today (May 30) - application is still not in the system. 83 days (11 weeks) and counting.
Anyone else from March that had their credit card charged yet?

What Province? Ontario: no membership requirements Alberta: no, just inform CFO office you intend to shoot at a drop in range (specify which one). Everywhere else, you need a range membership.

I'm in Ontario, and I have a PAL + RPAL course in mid july- do I immediately get the PAL+RPAL or is it just a course and then I have to send in an application?

You have to take the course and pass it. I believe it’s 80% or higher to pass. Then you have to wait for your course transcripts to be sent back to you after being verified by CFO. You can then apply through the RCMP for your license. The course is only one of the few steps of acquiring your license.

Wondering about people's experience with Silvercore. I don't have a range membership currently, but I've heard that when you renew your license they want to see you're a member of one. Wondering if anyone has got a second look from buying a Silvercore membership over a "real" range membership. I'm in BC if that helps. Thanks!

Trying to purchase my first handgun. From local private seller. Is it common practice for seller to request for 100% down payment before he contacts cfc? I offered a small etransfer deposit and will pay him full on prior agreed price once we meet in person. This is what he responded with.
"The thing with restricted is once the transfer is complete if the seller is unpaid it's now in the buyer's name and the seller is SOL. Check with others but thats how it's done my trader rating is 100% on Alberta Outdoorsman . Sold a Glock today as well same thing pay first then we proceed. The CFO will also verify my PAL and that I actually own the gun or they won't proceed"

I normally request half, then the other half once transfer is completed. Just get everything in writing/ screenshots. What's he gonna do, take your money and not transfer you the restricted firearm? Easiest case for the police to solve. But this goes both ways so personally I feel he's being unreasonable.

Have my RPAL and range membership. I ordered a few handguns online. Is there anything else I need to do to get them shipped to my door or does the store handle all that? So I need an ATT to get them home?

The store handles it once the CFO approves the transfer. You'll get a transfer notification slip that lets you take possession of them (whether it involves a drive to the store or the post office). From there you have to keep it safely stored at home until the Registration Certificate arrives in the mail. You won't be able to get an ATT to take it to the range or anywhere else until you have that.
Also, if this was your first restricted purchase, you'll also be receiving a new RPAL card and Conditions Slip separately in the mail, so you'll need to wait for that as well. The decimal value on your number will be bumped up one, and the conditions slip should now include the ability to take it to any approved range in your province. Once you have those three things (RPAL+Conditions+RegistrationCertificate), then you can take it to the range for use.

the store handles everything. You’ll get another RPAL card in the mail (with the little paper you gotta keep in your wallet) which authorize you to transport , then your handguns will be delivered and eventually their certificates come in and you’ll be able to take em to the range

Would this also apply in Ontario without having a range membership? As in, would you receive an RPAL with transportation conditions, or would you be left without any ATT until you acquire a range membership?

I have my pal and already own a few guns. Im looking at pickup up a new hunting rifle but I was arrested in the past year. Still haven't gone to court or anything yet. Will this affect my ability to buy a new rifle or does there need to be a conviction first?

PAL application timeline? I sent my application in in march but I don’t think they’ve even opened it yet as it gives an error if I try to check the status online… (how inefficient are they that they can’t even open a letter in 3 months? So frustrating!) Does anyone know what the average time to approve them is right now? Is there any hope to get my license and a handgun before they ban them? Thanks

Called again today, to see if there is any progress on my PAL. Still in que for photo scan..... 2months?!?!? She told me photo was great, high quality, and said nothing looks wrong. At least the lady was nice enough to tell me that she will contact the photo scanning agents. Any similar stories as mine?

So everybody told me that if there was a payment issue it would delay my application. I got an email months ago telling me to call them about it but for various reasons I didn't get around to it until the Friday that just passed.
I checked today and it said I was approved, is there any chance this is an error?

Pal/RPAL Application taking very long time… I sent in my application January 29, it was received February 3rd and has been sitting at the “initial review complete” ever since I could view it. From Ontario, why is it taking so long I’ve seen other people get theirs only mention contacting MPP, is this a new ‘necessary’ step to actually obtain it with everything going on currently?
I wouldn’t feel so concerned if this didn’t have to do with career advancement 🤦♂️

Just call your CFO and ask them if you can help. They'll direct you to RCMP if the file is still with them. Unless you have problems (criminal past, indicated psych issues on application, bad reference) then it's highly unlikely you'll be denied and your paperwork is just stalled. If you don't call it won't get unstalled.

As someone who has only recently gotten into guns ( I am scheduled to take my CFSC June 12 ) is it worthwhile in your opinion for me to try and get my RPAL? Will the government drag their feet on any new restricted license applications until this law passes.

I had no interest in handguns when I got my license but I took the RPAL just in case one of my NRs suddenly becomes restricted. I say go for it. I also enjoyed the RPAL course because I had 0 experience with handguns before so it was nice to learn about them and how to handle them safely.

personally i don't see the point. i took pal and rpal course in december, decided fuck it on rpal cause there are too many rules and they have been talking about a handgun ban for a while. applied for pal only in hopes that i get it quicker without rpal.

Is it just me or is good surplus insanely hard to find right now? I look on CGN and gun post for say, a K98 and I can count the posts on one hand, and when there are listings, there’s just so much sporterized crap. Retail stores have barely anything other than SKSs, Mosins and k31s. Am I looking for milsurp wrong?

The K98 is 80 years old, collectable, and never super common in Canada. Look for a Garand or a Lee Enfield. A little more common.

Will the RCMP give me a hard time or do I just say I’m buying it for collection purposes. And will I need to get an ATT to take it from the store to my house or is that still on my license ?

A glock 17 is a great first handgun, IMO it is one of the best options for a first time owner. It’s simple, parts are easy to find, and the aftermarket support is great. There are better out of the box guns purely for IPSC like the shadow 2, but I think the glock is better bang for your buck for a first time owner
Unless you REALLY love the classics or .45 ACP, that 1911 will likely collect dust. IMO .45 is cool for putting slightly larger holes in paper and that is it. It is much more expensive than 9mm, and I don’t think it’s any more fun to justify the cost. The 1911 is an outdated design with poor ammo capacity and a reputation for being unreliable unless you spend big money on something boutique or customs. Skip the 1911 and spend the money saved on ammo and training
If you absolutely must buy a revolver I personally would get something chambered in .357 so you can also shoot .38 special out of it and save some money on ammo. I am not a big revolver guy though so admittedly I’m not the best person to advise on them

I just bought a rpal - handgun - because of the recent news, wasn’t planning on it until end of summer but here we go.
Do I have to buy a safe ? ( rifle vault ) or a very secured and locked pelican gun / safe would do, it this is legal?
Or a sentry safe would do?
Note that it would be of course unloaded and trigger locked.

If you have a safe or a vault, then you can lock it in there without the handgun also being locked.
If you lock it in a sturdy container instead (such as a hard plastic Pelican case) then the handgun will also need a secured locking device of its own (a cable or trigger lock).

My application is taking a bit longer but so far I'm noticing typically of us Ontarians' applications have been taking 3-6 months if they answered no to all of question 16. Probably going be a bit longer now with the fallout of Monday's announcement.

Looking for recommendations for a antique pistol.
I have always wanted a handgun. But given the current situation, getting a rpal before the ban would be virtually impossible. So i decided to cope by getting an unregulated antique. I want to actually shoot the gun at least a few times and, from my understanding, ammo is usually the limiting factor in antique firearms.
So what are some chamberings that have relatively decent ammo availability? So far, muzzloaders seems to be the easiest to go.

Newbie question, I’m in Ontario I got my pal/rpal 2 years ago but never bought a firearm yet because of covid basically. Jumped on and bought a handgun online in case it’s my last chance to own one.
Anyways obviously I have no range membership yet I gave the vendor a silver core membership….that gonna be a problem to obtain the gun ? (It’s going to be shipped to me)
Also how long does this process take ? I provided vendor with my email and silver code membership 2 days ago and haven’t heard anything back yet.

Outs gong to take likely more than a month for the Ontario cfo to approve the transfer. Actually given the volume and general buying spree we all went on, I wouldn't be surprised if it takes 2 or 3 months...
You child try and get the store to get you a reference number for the transfer... But yeah, you won't hast anything for a while until the transfer is approved...
Ontario doesn't require a specific range membership so you should be fine

I've got a question about restricted transfer
I ordered a 1911 from Northern Elite in Sask on Tuesday (I'm in Ontario), and they initiated the transfer then. Do I need to call the CFO to complete the transfer? Do they call me? Figured I'd ask here before I attempt to call the CFO 80 times trying to at least get on hold instead of automatically hung up on lol

Buyer only needs to call for a person to person transfer, not from a store. Stores us a web portal to initiate transfer.

I bought a handgun from an individual for the first time and waiting for the Transfer Notification (buyer), then I have to go fetch it at his home. In the past I always bought online so it was delivered directly to me.
Can you guys confirm this is right:
- Even with the Transfer Notification in hand, I still need to call to get an Authorization To Transport (ATT)
- I don't need the registrations for the gun just to bring it home. Only when I bring it to the range the first time

Edit: I just re-read my "Special conditions" paper and it says:
The license conditions authorize [...] transport of a newly acquired restricted firearms from the place of acquisition to the license holder's dwelling house [...]
Should be all good then, ATT not necessary.

I know C-21 will take time to go thru the steps, however how likely is a "FREEZE" to happen before I would be able to pass a law 9 course (Québec, yay) and purchase a restricted firearm?
I do have my RPAL, however did not do the law 9 course, as I hadn't any plans to purchased restricted yet.
With C21 coming i'd like to obtain a restricted finally before the chance disappears for good. That said all the law 9 courses at FQTIR are more than a month away, and after theres a 2-4 week wait for results... So figure earliest I could make a purchase would be nearly 2 months out.

To answer 3, no.
You only need an ATT for when you bring your guns to competition locations/different places.
For going to the range your new RPAL will have an automatic ATT

Government should pay us back, not the instructor. They didn’t plan this over night. They could have stopped people from wasting their time and money. This is a very sneaky government with the money for all kinds of other socialist programs, they could easily cover this and should.

Guys, I did research on the handgun "ban". Seems like we have till fall 2022 before it comes into play. The bill is called Bill C-21, which will be concluded on the 15th of August.
Also sent my Rpal upgrade (Ontario) on March 4 and nothing yet no CC charge. I love how Canada became a model around its urban society, and the majority rural regions are just treated like second class people. Taking away our guns doesn't make your cities safer. I moved out of Toronto last year and I'm starting to think I didn't move far enough.

Took 13 weeks before my card got charged from When they received it and they received it about 2 weeks after I mailed it soooo you’re about 66% of the way to a CC charge

Seems currently about 3 months after RCMP receive your application. It can take longer if your application has any issues or complicating factors.
Don't forget it takes some time to book and do the courses, and if you are in Ontario, it takes time to get your test scores back.
As for buying a restricted, it depends on your province. Alberta seems to be about an hour, Ontario 2+ weeks.

So, I have an odd question. I know that 32 caliber firearms are prohibited, but is .32 caliber ammo? For the Nagant 1895 revolver the proper ammo is horrendously expensive, but I read that it can take .32 S&W long or .32 H&R magnum rounds. Now, I'm aware of the risks with this, so I don't need info on that, but would I be breaking any laws if I were to fire it with that caliber ammo? Is that ammo even readily available in Canada? I would appreciate any insight.

Ammo is not prohibited by calibre, 32 is used for target shooting.

Edit: how likely is it that my application will be denied if I used illegal drugs and had been visited by police with regards to concern that I may have harmed myself (to be clear, I didn't actually harm myself; they just showed up, asked if I was okay and then left), if these events took place about 12 years ago? Since then I got a college diploma, I've been working full time for 6 years and studying part time at a university to get a degree (eventually). Will this cause significant delay in the application process, or will I be outright denied? What kind of information can I expect to be asked to provide? I was never actually treated by a doctor, I just quit on my own... again, over a decade ago, when I was still almost an adolescent (I'm in my 30s now). I was going to apply for RPAL, since I bought the combined course for a deal, but I really only think I'd get a hunting rifle since going to the range and shooting at concrete walls is boring and I like being out in nature.

Regarding drugs, if you were never charged/arrested or got a firearms prohibition that shouldn't be too much of an issue.
Regarding the visitation, it will just add a bit to your license processing time and a CFO will call you to go over your application and ask about it.
You already paid for your CFSC. The stamp and photos cost next to nothing, it's worth a shot. Don't give up.

Everyone who bought a gun from an online retailer after the mass buying panic - How long did it take for them to accept your payment and process your order (send the paperwork to Miramichi) ? It’s been almost 72hrs for me and I haven’t heard anything back, is this normal considering the situation? Usually my order is processed the same day or the very next day.

Can I use a pre-paid credit card to purchase restricted firearms online? Anyone ever had any trouble? Would like to know before I drop my meager firearm savings onto a prepaid card I can’t spend on what I want.
EDIT: or can I use someone else’s credit card like my dads? Does the credit card have to be tied to me somehow?

Ordinarily I'd make a phone call and ask the CFO this but they're not taking calls at the moment apparently, so, somebody humor me. Please. I did my RPAL course, got the paperwork back stamped about a week ago. I know I need to mail it in. Do I need to include anything else? New picture? Cheque? Sacrifice a goat? I spent a bit of time looking at the websites, didn't find a straight answer.

Here’s what you do according to the current application:
(1) Fill out the complete application.
(2) Attach your course reports to it.
(3) Get a photograph taken. It has to be cut exactly to the dimensions specified in the application. You can take the photo yourself and cut it to size, but I’d recommend paying extra and get it taken from Shoppers or a professional photo booth. Reason being is because if your photo is not according to the dimensions, which will likely happen if you cut it yourself, and the quality is off a bit, they’ll reject your photo, that’s more waiting time added to the already long waiting period, as you’ll have to mail in a new one and wait, so best to get it right the first time. You only have to mail in one photo.
(4) For the payment, you can use a credit card, cheque, or money order. Best to use a credit card, this way you’ll know when your application was charged.
(5) Fold the application along with the course reports, and put that in to an envelope along with the photograph, and post it. Pay a little extra and get a tracking number, this way you’ll know when it gets delivered.
Tips:
*Read the application requirements thoroughly, as I may have missed something. Once completed, go through it multiple times to ensure you have not missed anything.
*Please write clearly and legibly.
*Photocopy your entire application along with the course reports, and keep it for your records.
*Keep a record of all the dates, make a timeline when you get your license, and post it here to keep everyone informed and up-to-date.

DEAR, NEW POTENTIAL HANDGUN OWNERS: A monologue by me
So, you’ve decided that now is the time to go purchase your first handgun; congratulations! It’s never really a bad time to get your first, and given current events there really is no time like the present. I wanted to put something out there for you that I hope helps you on your path. If you’re interested, keep reading.
To start, I am an avid sport shooter, gear collector, lover of all things firearm related, and a huge proponent of continuing education and self improvement. I am also a part time firearms instructor, and have had the pleasure and privilege to train and shoot with many people new to the hobby. Between my own shooting, shooting and training with friends/peers, and now instructing, I feel confident in saying that I am able to offer solid, useful advice. Here are my tips, advice, and hard truths.
Tips:
-buy a semi auto 9mm
.40 is cool if you are into high speed IPSC, are a government employee who gets government sponsored ammo, are stuck in the 90’s, or love you spend more money to put slightly larger holes in paper. The same goes for .45 but you might also have been out of touch with the gun industry for the past 20 years, you might have a $5000 1911, or maybe both. Buy a 9mm and enjoy your ammo savings over the bigger stuff so you can buy more ammo. .22LR pistols are super awesome if you want to constantly clean it and fix malfunctions on the range. 9mm hits the sweet spot between ammo prices, recoil impulse (important for a beginner), and availability.
-buy a normal gun
That obscure or exotic handgun seems really cool when you first get it; then you go to buy a part for it and it turns out there’s only one distributor in Canada, and they’re out of stock. Now you have no replacement parts, or they’re egregiously expensive to get. Same goes for warranty or repair? Why bottleneck yourself and make it harder to keep your gun running when you could buy something normal and not have to sweat it? That oddball Turkish knock off you found for cheap seems super rad until you discover that magazines are next to impossible to find, or that they’re $90 a piece. Oh you found a cheap gun with cheap mags too? Turns out they’re hot garbage and can’t be repaired or have internals replaced. Magpul makes cheap and plentiful magazines for all models of glock handguns, and mec gar makes solid magazines for the sig P22x series that are inexpensive. Use this information wisely. Plan to own at LEAST 4, but know that more is better. The same goes for holsters- you know who makes glock 17 holsters? Every holster company that exists, plus the kid down the street with his kydex and toaster oven. Lefty shooters, heed my warning: holster companies hate us and will make as few off the shelf options as humanly possible.
-do not buy a 9mm 1911 for your first gun Just don’t do it. You want to spend time shooting your first gun, not fixing it constantly or having 80 year old brass goblins interrogate you about why you didn’t get one in .45
-seek professional training
I don’t say this to try and drum up business, I say this because owning a handgun is an enormous responsibility and sometimes people take for granted how quickly they can become dangerous if misused. I want everyone to be safe and having fun 100% of the time, and I am a firm believer that self teaching or “figuring it out” with a handgun is not the optimal way to achieve either of those things. Money spent on training is money well spent. Your drunk uncle who taught you how to shoot bottles with his ruger wrangler in the back yard when you were a kid might have missed a few critical tidbits of info.
-buy extra mags and lots of ammo
I touched on magazines above but I mean this. They do not have an expiration date, and depending on what’s going on in the world they may be tough to find when you want them. Case in point- sig p320 mags are hard to find right now because the US govt and everyone who wants to have the same gun as the US army does are buying them up en masse. Ammo goes up in price every year; this is as certain as death and taxes. The best time to buy ammo was always yesterday, so don’t dawdle. Think of how much you think you’d like to keep on hand, then buy that but x2 or x3. Gold and silver are great hedges against inflation, but your new precious metals are brass and lead.
-buy a holster
You’re going to want one down the road, trust me. Buy a kydex holster from a reputable manufacturer for your model of handgun. Notice I said kydex and not nylon. Nylon holsters are trash and you will not enjoy it long term. Leather holsters are for cowboys and the dudes in Miami vice.
-buy once cry once
Buy the highest quality handgun your budget allows. This isn’t something you’ll likely to be able to change your mind on down the road, so buy something good now so you’re not left with a paperweight in the future, or wishing you’d hadn’t bought. This goes for gear as well. I PROMISE you that you will spend more money in the long run if you try to be a cheapskate up front. Please do not ask me how I know this, because it is depressing to have to admit.
-stock up on spares
Spare parts are only going to get harder to find, so grab some now. You probably don’t need 4 spare slides in the drawer, but high wear parts like recoil springs are something you should have extras of. Go online and find a maintenance schedule for your model of pistol and start buying spare parts there. Spare parts for magazines are also a good idea.
Advice: I have personally shot or have been in close proximity to a large variety of handguns during my time as a shooter and instructor. There are good guns, and there are guns that I will never spend a dime on. Some of you might be upset at this list and not seeing your gun on it, but if that happens it is for 1 of 3 reasons; I forgot about it, I have witnessed first hand someone use it at a course and have it be a POS, or the parts/accessories are hard to find or cost prohibitive. Remember we are talking about FIRST guns for BEGINNERS so don’t get mad when I don’t suggest a long slide John Wick HK. I respect that “mines been fine” for the 20 rounds a year you shoot it, but you’re gonna have to get over it. I’m also aware of the “I shoot mine 10 billion times a month and haven’t cleaned it in 70 years and it shoots the wings off a fly at 9000 yards” crowd, and I’m just going to leave you guys alone because there’s no reasoning with you.
Here are guns that just work and are solid buys for any new gun owner (in no particular order)
Any DOUBLE STACK 9mm glock (17,19,34,19x, etc) Sig P226 (note- sig OEM mags are all expensive) Sig P320 S&W M&P 9 CZ shadows (all of them) ($$$ for mags) CZ75 (all of them) CZp10
For a beginner, I would say 100% of the time to grab a glock 17 or m&p 9 and you will be 100% good to go.
Hard truths:
This won’t be cheap. Once you buy the gun, extra mags, ammo, any holsters or gear, training, etc it’s going to be a couple bucks. Unfortunately your time is now limited, so keep that in mind.
Expect to suck at first. Handguns are hard to shoot. There’s not a lot of space to get good physical purchase on the gun like there is with a long gun, and the trigger is very heavy in consideration of the weight of the gun as a whole. Do not be discouraged on your first range trip; they’re hard to shoot accurately if you don’t know what you’re doing. Be patient, and know that there are good people who will show you how to get better out there.
It’s a sellers market right now. With the announcement yesterday, prices in the private market have likely jumped. I’m sorry that you got caught up in the timing, but it happens when supply and demand get wonky.
This likely isn’t over. Given the past few years of history between gun owners and our current “leadership” this likely will not be the last time things get squirrely. Buy what you can, when you can. I’m not trying to make anyone panic here; I’m just trying to make sure nobody gets left behind.
A $5000 gun won’t make you a $5000 shooter. I get that beggars can’t be choosers because of the times we live in now, but don’t go out and buy a race gun for your very first. It will not improve your shooting one bit, and you could have spent that money on ammo or training instead.
