Is it the same application process if I already have a PAL and want an RPAL? Like basically starting from scratch with references and the back and forth with paperwork or is it more fast tracked since you’ve already done a bunch of paperwork?

It is exactly the same. Just add "Restricted" to your answer to question 2b.

If you still have a copy of your old paperwork, just copy that but add the check on 2b for Restricted.

And so my pal is coming up for renewal in November and I have my restri ted course this month. When I renew I can't just "upgrade"?

No withstanding the new law coming in, you could do your CRFSC this month, then send in your application with "Restricted" checked for question 2b. Then you shouldn't need to renew for November (as long as your RPAL is approved by then, it 'should' be).
