Fresh RPAL timeline

Course Feb 11-13

Results received and mailed out March 1st

Appeared on RCMP website mid June, but said received March 23

Issued July 8th

..I appreciated reading other timelines because the long wait would have made me think something was going wrong.. Gotta pay it forward

Just got my PAL/RPAL issued (originally mailed in March) and have been looking for Glocks - specifically a 9mm G19 gen. 4 or 5. I’m located in the Toronto area. Any tips on locating one as most, if not all, sites are sold out? Are stores still importing handguns with the introduction of Bill C-21?

Arms East has 17s in stock unless you're stuck on 19s. I don't think area matters unless you want to handle one (kind of difficult currently), all the online retailers ship.

If pistols are trigger-locked and placed in a padlocked Nanuk case which is then placed, say, under a bed - is this adequate for storage?

Here's the full text of the law. Emphasis mine.

6 An individual may store a restricted firearm only if

(a) it is unloaded;

(b) it is

  1. (i) rendered inoperable by means of a secure locking device and stored in a container, receptacle or room that is kept securely locked and that is constructed so that it cannot readily be broken open or into, or

  2. (ii) stored in a vault, safe or room that has been specifically constructed or modified for the secure storage of restricted firearms and that is kept securely locked; and

(c) it is not readily accessible to ammunition, unless the ammunition is stored, together with or separately from the firearm, in

  1. (i) a container or receptacle that is kept securely locked and that is constructed so that it cannot readily be broken open or into, or

  2. (ii) a vault, safe or room that has been specifically constructed or modified for the secure storage of restricted firearms and that is kept securely locked.


A padlocked Nanuk case would be a container/receptacle that is securely locked and constructed so that it cannot readily be broken open or into. Since it is not a safe the firearm will also need to be rendered inoperable with a secure locking device (the trigger lock). You can store ammo inside the Nanuk case together with the firearm, since the case will be locked. As long as the firearm itself is unloaded. So you're good.

Timeline for RPAL upgrade of existing PAL in Ontario

March 20th - Application posted to Miramichi by registered mail, marked delivered Mar 23

June 20th - CC charged

July 10th - Individual Web Services site shows license issued and restricted permissions on my profile.

I assume it was actually issued on Friday, but I had no internet at home or work to check it.

Now begins the shopping. My usual LGS is closed Sun/Mon, of course, but there is another spot nearby that sells but doesn't list their inventory online, and they are open today.

Otherwise Cabela's isn't listing any stock at all. Is Tenda reliable enough these days online, I remember reading some pretty mixed reviews back sometime ago (people's online orders getting sold from under them to walk in customers).

Are you upgrading a PAL to RPAL or are you starting fresh? I don't know if that makes a difference at all.

Picked out a handgun and now I'm in the 'waiting for transfer' pile with everybody else.

Mailed application in unregistered mail March 31, received April 7. Just saw that my credit card was charged on Friday (July 8)! I’m in Ontario

RPAL Application received April 4th and my card was charged July 5th (live in BC). Status now says initial review was completed. What are the next steps and how long has it taken people from this point to get their card in their hands? Do I have a shot at buying a hand gun before the bill passes? Feel lucky I did my course when I did good luck to everyone.

The CFO phone line is a joke. Wait on hold for 30 mins to an hour and then get cutoff every single time with either "sorry, system error. Call back later", or sometimes nothing at all, just cuts. Other times I don't even get the privilege of waiting on hold, I just get told "we're busy, call another day". WTF is going on over there, I can't spend my entire day waiting on hold just to get cutoff

What are the odds youll be able to get handgun parts if the ban comes into effect? I'm thinking of getting an assembled frame now, and then the slide later to finish the gun, since the frame is the serialized part. Will it be impossible to get the slide assembly after the ban?

I think the ammo will still be ok, since you can get some rifles in handgun calibers, but some of the more noticeable parts like slides I'm kinda worried about.

Best options are the APC line, Tavor SAR/X95/Tavor 7, Type 97/81, FAMAE, SL8/G36, Valmets if you can find them.

I called the RCMP, they said my file is with CFO, then I contacted CFO, they said the file Is still at Miramichi, I just don’t know who to trust LOL. I have the same timeline BTW.

CFO also guaranteed that I will receive my license in two weeks, I don’t know how they can be so sure if they don’t have my file.

Hasn’t affected me besides when I wear a mask and also just be careful that as a result casings sometimes fall into goggles (very rare)

I spent a few hundred to get prescription inserts for a pair of Wiley X Saber Advanced. I forget what service I used, but I wouldn't recommend it.

I don't know if it was an issue with my particular prescription or what, but I find that I see worse with them on than I do my normal glasses. They're functional enough to walk around in, but won't let me get a good focus on a target down range (even just 15-20m). It's like there's a magic sweet spot in the lense that could possibly allow me to see normally, but the way the inserts sit in the frames itself will not allow them to sit up high enough for my eyes to reach it (especially with the strap option). Toss in the curvature of the Saber Lens itself (and any of the tinted options), and I find them completely useless at the range.

I get far more clarity using a $17~ pair of glasses from Canadian Tire that is designed to be worn over normal glasses. They're comfortable enough even with ear protection, and do not distort my vision at all.

Either the calls are getting better or I was lucky as fuck. Called 3 times and was on hold for 35min on the third try and got through to someone. She was super nice and helpful btw. Went through the info for my private purchase and she told me about the other transfers I am waiting on, even transferred my to the provincial line to ask about one that shows approved but no email was sent out.

So for some strange reason, some CFO might be working on weekend.

I place an order for a handgun on Thursday, it was recieved on Friday, and registered on Saturday (today). I just got my transfer notice.

The heck......

Bought from Ontario store, and inbound to BC.

The ones I got on June 3rd and beyond hasn't come in yet and this one literally jump the que and cleared in record time.

You can take the course and should either wY take the course. Then possibly try and courier your application onto the RCMP to fast track it. However most wait times for processing that are months. If you can get it approved before September 19th when the house starts sitting again then you might have mere days to buy something. The RCMP did say that any paperwork in before the bill is passed on transfers will be processed. So crap shoot but go for it if you can get into a class this week or so. Good luck. Let me know how it goes.

I just bought a handgun from an online retailer and I'm confused about a couple things.

Do I need to call or email the CFO to get a transfer number or something? Or is that on the retailer? Is there anything I need to do on my end?

If it’s online retailer then no they start it on their end and you wait. Depending on the province you’re in you may need a range membership but I assume you already got it sorted

After you get your final transfer approval email you should call the store to let them know just in case and ask if you need to forward them the email because sometimes the CFO has been only emailing the buyer side

I'm sorry to hear this. I know a lot of local shops will buy used firearms, or if you contact the police they will come pick them up and destroy them for you. However I strongly urge you not to do the latter, hell if you're in SE Ontario DM me and I can refer you to an auctioneer, or many great gun shops or local buyers who are all licensed and on the up and up.

Either way, I wish the best for you and your family in spite of such lousy news.

What specifically are you unclear on? You can (and in fact now legally must) verify a potential buyer's information through the RCMP web portal, so you'll know that they're legit. If you'd rather skip that hassle, you can just take your guns down to your local gun store, or Cabela's, and sell them to the store on the spot. You won't get as much for them, since the store will want to maintain a good margin, but it's a lot simpler than finding a private buyer and jumping through the hoops of verifying their PAL and meeting up/shipping the gun.

I got the registration for a handgun I bought but I still haven't got the transfer notice! Can I still go pick up the gun?!

Update: The answer was no. Seller called the CFO, there was a fuckup, they sent the transfer notice by email. They said that you still need the notice to pick up the weapon from the seller's location. Still, I wonder if I could just have gotten an ATT.

If it was your first restricted, then you'll need the notice to take it home, where you'll have to wait for an updated RPAL card to arrive.

If it wasn't your first restricted transfer, then your ATT Conditions Slip should already list the condition to transport newly acquired restricted firearms home (and since you have the reg certificate for it, there should be nothing legally stopping you from transporting it home).

Seems they're processing about 400 per day. That's about 1 per minute if there's only one person doing it. Which seems possible. If this were a data entry job at a private company, you better believe they would have performance standards like that.

Curious to know how many civil servants are actually working on these.

Best 5.56 NR Rifle

Hello all

Im looking to sell my MCR and upgrade to a higher quality 5.56 NR rifle to have conceivably for the rest of my life and to pass down to my son. Im currently looking at the Bren 2 or ACR. What are your suggestions as to what the best option is for Canadians at the moment is and why? (doesn’t have to be Bren 2 or ACR)

I had the ACR dmr for about a year fantastic rifle but way too heavy with stock barrel so if you plan on upgrading it its great but honestly will probably wind up spending as much as just getting a bren

Ontario Timelines for Pall

Paper application Delivered in APR 29th It’s 72 days with no answer. No charge on the card. No e-mail or letter.

Trying to phone today- 1800 731-4000 ext 1040 The line drops after waiting a couple of minutes.

Sent my application on March 27th and my credit card was charged at the end of June. No e-mail, letter, call or any communication between the moment when I sent it and the moment when my credit card was charged.

You can expect to see a charge on your credit card by the end of the month. If not, then I’d try to give them a call.

Recently it was about 3 months from when they receive it until your CC is charged and your status information appears online. So you probably have another couple of weeks of waiting unfortunately. Just monitor your CC.

I sent mine off APR 26, been 75 days, I also have not gotten charged or anything for mine, I'm in bc. so I don't think it's anything out of sorts, I've been seeing alot of guys saying there recent application was 3months till their cc gets charged

It will take a while, post pandemic process time has been 3 months for wait and 1 month after its process. May take even longer now since everyone the has been getting longer it seems.

Is it impossible to do a transfer now? I tried multiple times on Friday just to eventually get "we're having a system problem, try again later" and then it never even answered after that.

Trying again today, on hold for 20 mins then get the "we're having a system problem.." message again. Has anyone actually got through to CFP recently?

How do you actually get hold of someone to initiate the transfer? After 20 mins or so, it says they have system problems and then when you call in, it doesn't even put you on hold for the rest of the day. Is there another way to do it?

*IIRC* You need a minimum of 5 ratings to act as a bidder, and 10 ratings to act as a seller. This is going off memory of the email they sent me.

They also warned not to try to spoof those ratings, as they apparently ban people for it plenty.

Edit: Just re-read the email and it's:

Bidder:
Minimum 3 month old account, with at least three 5-star ratings.

Seller:
Minimum 6 month old account, with at least ten 5-star ratings.

Kk nice to know, I gave a call today & left a msg & should hear back within 24 hours (I wont cross my fingers) However the lady that I spoke to from the cfo line said that things are behind by about 3 months so when I do send it all in to expect a longer wait time. great rifle eats everything. Minute of man accuracy at 100m, you'll hit the target but spread will be pretty massive. If you are expecting precision, look for another rifle.

Rifle is 10/10 excluding the accuracy department which is a 5/10, 3-6MOA depending on what type of ammo and weight.

Does anybody know if (when) C-21 comes into effect, whether or not pending transfers will be allowed to continue being processed and approved, and only new transfers will be "freezed" (ie transfers initiated henceforth from the date that the bill is enacted into law).

OR if there will be a hard seize and all pending transfers will be nullified and stores across Canada will have to pay thousands in returns/refunds, not to mention the utter disappointment of tens of thousands of new and existing firearms owners and enthusiasts.

I don’t think any sources have confirmed how it will play out exactly. I am assuming all transfers that were initiated prior to the law will be honoured as they did when they banned AR-15s. You also need to think of the logistical nightmare it would cause stores and people if they didn’t. Especially since many stores have since then purchased and sold additional handguns. They probably also paid suppliers what they owed on the previous handguns and took on more stock as well. This would probably cause many of those stores to go under. I doubt they will freeze pending transfers but then again you never know…

One of the questions on the PAL application is ever having a suicide attempt or being treated for depression. 16 years ago I had a suicide attempt and was apprehended by the police and taken to the hospital. I was hospitalized for about a week and have been treated for depression ever since with medication. Other than a couple minor relapses with the depression over the years (no other suicide attempts or anything if the sort) my depression has been well managed. Obviously I need to disclose this and need to disclose the fact that I am still on medication for depression so how will this effect my application? It’s been 16 years so I hope that plays into it that it’s been so long ago. Will this possibly be grounds for denying my application?

From what I gathered from the past threads is that if you're upfront about it, it most likely won't prevent you from getting your license.

That said it may slow down your application. I had to check off the same boxes for depression and stuff I went through >10 years ago too and so far I've been waiting closer to 8 months compared to some of the others who sent their applications around the same time, who had to wait around 5-6 months roughly.

It's also recommended that 1. You write a letter yourself to explain the situation and 2. you talk to one of the medical professionals you've worked with to get their opinion and hopefully get them to write you a letter, confirming that your past history has been dealt with and that they don't see a reason why you shouldn't get a firearm license. I've read that it prevents them from having to contact you themselves to get the information later on which would slow down the process even more.

Just got my new firearms license in the mail with the .0002 at the end of it with restricted conditions attached to it. if I had already ordered handguns online with the old license (.0001) would those transfers still go through? would there be a delay for processing my new handguns? is my old rpal still considered valid? The ".0002" just is a serialized number that increments each time they print you a new card. When you buy your first restricted and they print a new card with the Transportation Condition, it will go up. When you renew and they print you a new card, it will go up.

My RPAL expires in August, and I submitted my online renewal in May. I'm concerned that since the CFP is swamped with handgun transfers, they won't finish processing my license renewal before expiry and the transfers I have in the queue will be terminated when my license becomes invalid. I know we have a grace period for the guns we already own, for exactly this situation, but I don't know what they do with pending transfers. I'm going to try calling them when the date gets closer if the renewal still isn't done, but I might not even be able to get through with the call volume.

I have a ws-mcr in 5.56 and ive been enjoying it for a while now and was looking to get it a big brother, semi auto black rifle in .308, or another caliber with similar ballistics to those and aswell if the parts are out there to build a new upper for my mcr to be in 6.5 Grendel would be nice too. If it’s from a store, ask them if you can put it on layaway until your rpal shows up. I did that for my trap gun while waiting for my pal. Just paid 50% down and the remaining when I had my pal in hand.
