Does anybody know if (when) C-21 comes into effect, whether or not pending transfers will be allowed to continue being processed and approved, and only new transfers will be "freezed" (ie transfers initiated henceforth from the date that the bill is enacted into law).

OR if there will be a hard seize and all pending transfers will be nullified and stores across Canada will have to pay thousands in returns/refunds, not to mention the utter disappointment of tens of thousands of new and existing firearms owners and enthusiasts.

I don’t think any sources have confirmed how it will play out exactly. I am assuming all transfers that were initiated prior to the law will be honoured as they did when they banned AR-15s. You also need to think of the logistical nightmare it would cause stores and people if they didn’t. Especially since many stores have since then purchased and sold additional handguns. They probably also paid suppliers what they owed on the previous handguns and took on more stock as well. This would probably cause many of those stores to go under. I doubt they will freeze pending transfers but then again you never know…
