I'm predicting the OIC/Regulation handgun transfer ban comes into effect tomorrow, in the regularly scheduled Canada Gazette Part II release:

I'm fairly confident this is the process. If they miss this one, then November 9th.

I think the main concern now is the OIC that bans handgun transfer before C21 makes it to become a law. Speculation is that this OIC can come into effect anytime.

Does that means if someone applies for new RPAL license before Nov 9th it has to get approved?

No. The "freeze" is for transfers of handguns. While most restricted firearms are handguns, there are other firearms that are not handguns that are restricted (eg short barrel rifles). You will still be able to get a RPAL, just not buy a handgun.

What? The freeze has nothing to do with licenses or the 'RPAL.'

The freeze is to stop the transfer of handguns between parties.

After the freeze no. Currently all handgun imports have been banned

I am aware about the import ban but there is also a bill in the parliament right now to ban new pistol sales is my understanding correct?

I still don't understand what you're asking...

Theres a transfer freeze on handguns that is going to be implemented soon, meaning there can be no more transfers from stores to people, or from people to people. This is effectively freezing handgun ownership in place. Anyone who has one can keep it, anyone who doesn't have one cannot get one. The import ban was done in response to people buying hundreds of thousands of handguns after the freeze was announced (but not yet implemented). They wanted to slow the sales that were happening before the freeze was to take effect and the way to do this is cutting off the supply of new handguns.

Neither of those things have anything to do with acquiring an RPAL.

Meaning i can get a RPAL but not buy a hand gun. The main reason for me to get RPAL was to get a hand gun and go to the range and practice target shooting May be it would have to be whatever guns are allowed to be sold after the freeze. Rifles are as fun I guess Thank you guys really appreciate it
