No it does cause if you read the letter, that transfer is a TEMPORARY ATT between you and place of purchase. The Registration paper is to PROVE you own the actual restricted. If an officer requests to see the registration and you don’t have it, then technically it’s like you are possessing stolen firearms cause you won’t be able to prove it on the spot. I guess unless you call CFP.
