So when the police previously said 90+% of guns used in crime were smuggled that was a lie? Or is this the lie?

Both can be true. If 90% of crime guns came from the US they can be difficult or impossible to trace because they were never legally imported or registered here. 90% of the guns they can trace means those were most likely brought in by a Canadian dealer or registered to someone in Canada. The 90% they can trace is probably 10% of the firearms used in crimes.
