Got my 22 exemption recently and had the joy of picking up this puppy in the mail. Any pointers for someone new to pistol shooting?

Edit: Leaving to preserve thread, but this is incorrect. You do need to obtain a specific ATT yourself in order to borrow and transport someone else’s restricted firearms.

As long as you have your RPAL, you don’t need an ATT to borrow and transport a handgun to an approved range. Just make sure you get the paperwork with it and follow appropriate transportation protocol.

Not the case, sadly. An ATT is required to transport a handgun not registered to the owner with a standard RPAL

Sorry, but could you clarify why you believe this not to be true, ignoring OP’s specific scenario in which OP is correct that they need an ATT due to the firearm not returning to it’s registered storage location?

The RCMP is not a legal guide or source. They may have helpful guides but that is inaccurate, and misses key context.

You always need an ATT to transport and possess a restricted firearm its just that the changes referenced to the "automatic ATT" means you don't have to apply for one as you are automatically granted one.

But in this case you aren't the firearms owner, he is. You don't personally have an ATT that says you can do that.

Like because that would be the weirdest loophole in the law that people had to fight decades for. That the one trick around not needing an ATT for a restricted firearm is to borrow a firearm.

I’m sorry, I must be missing something. If an RPAL comes with a default ATT, how does that not apply to borrowed firearms? Can you link an explanation? I’ve had my RPAL for a while so maybe I missed something in all the changes that have gone on recently. I thought my ATT covered any restricted, owned or not.

Possession at unauthorized place

93 (1) Subject to subsection (3), every person commits an offence who, being the holder of an authorization or a licence under which the person may possess a prohibited firearm, a restricted firearm, a non-restricted firearm, a prohibited weapon, a restricted weapon, a prohibited device or prohibited ammunition, possesses them at a place that is

(a) indicated on the authorization or licence as being a place where the person may not possess it;

(b) other than a place indicated on the authorization or licence as being a place where the person may possess it; or

(c) other than a place where it may be possessed under the Firearms Act.

You are breaking the law if you have a RPAL and possess a restricted firearm other than a place you are authorized to possess it (the ATT).

By default the Firearms act only mandates one place you are always allowed to possess it, your dwelling house. Specifically the dwelling home of the person who legally owns it, the registered owner.

Places where prohibited and restricted firearms may be possessed

17 Subject to sections 19 and 20, a prohibited firearm or restricted firearm, the holder of the registration certificate for which is an individual, may be possessed only at the dwelling-house of the individual, as recorded in the Canadian Firearms Registry, or at a place authorized by a chief firearms officer.

But in all other cases.

Transporting and using prohibited firearms or restricted firearms

19 (1) An individual who holds a licence authorizing the individual to possess prohibited firearms or restricted firearms may be authorized to transport a particular prohibited firearm or restricted firearm between two or more specified places for any good and sufficient reason, including, without restricting the generality of the foregoing,

(a) for use in target practice, or a target shooting competition, under specified conditions or under the auspices of a shooting club or shooting range that is approved under section 29;

The key word there being "may be", and "a particular" restricted firearm. I don't know everyone's ATT but most ATT's are specific that you are authorized to transport firearms registered to you.

A picture I pulled from CGN, that shows the most typical ATT paper conditions. It is a pre C-71 license conditions sheet (as it shows him authorized to transport to a gun show)

But the key wording you need to take away from the Automatic ATT that he received, and that most people have is:

These license conditions authorize the transport of restricted and/or prohibited firearms registered to the license holder within their province of residence by (blur) that in all circumstances reasonably direct for the specific related purpose.

Transport of restricted firearms possessed for the purpose of target practice to and from all shooting clubs and ranges approved under section 29 Firearms act.

Now some people may have a different ATT but this is an example of a fairly typical Automatic ATT sheet (albeit from pre C-71, but very similar)

You are correct, confirmed with CFO. You need to obtain a specific ATT yourself in order to transport a borrowed restricted firearm.

I think I was interpreting the two statements on the automatic ATT as separate in that the first sentence was allowing the firearm itself to be moved around and the second sentence was permission for the RPAL holder to move any restricted firearm in their possession. Thanks for the explanations.
