Per PAL holder (2020 data, ordered high to low):

  • BC: 0.050
  • ON: 0.044
  • PEI: 0.027
  • MB: 0.026
  • NS: 0.023
  • AB: 0.022
  • QC: 0.020
  • YT: 0.017
  • NB: 0.016
  • NWT: 0.014
  • SK: 0.011
  • NL: 0.006
  • NU: 0.003

Wild how Alberta is higher than Quebec in submitting claims.

BC has a nearly 1:1 ratio of NR to R PAL holders, the total of RPALs is 175,000 as opposed to Ontario which has 247,000 but a much larger population. So more PAL holders in BC likely have restricted firearms and therefore the government already knows what you have as opposed to places like Quebec and Ontario where RPALs make up a much smaller percentage of the total PAL holders. That likely explains the higher uptick in BC alone.
