News / Politics / Activism Does the RCMP definitively know what guns you own?
I've got my third notification about my final chance to apply for the gun buyback. But as far as I know I don't own any prohibited weapons. My rifles are either bolt action or lever action, except for a .22 and a shotgun, which last I checked were not on the list. They may be on a future list.
I assume they are just emailing everyone with a PAL because they're too lazy to go through the records to send out emails with the prohibited weapon(s) in question. My view is that until you show up at my door with a request for a specific weapon, STFU. My .22 was peanuts and they're never going to compensate me full value for my shotgun, so MEH.

If they were restricted beforehand, they definitely know. When I signed in, both mine were already listed - I didn't have to declare anything, they already knew.

Yup, we should hold nothing against people that give up registered firearms or stripped parts. We have no choice if we want to keep out PALs.

There are lots of firearms available I don’t own. Yes lots are banned but I still have a wish list. Yes I have lots of ammo but eventually I’ll need more. Powder is $100 a pound, I have some but not a lifetime supply. When I’m out using my firearms I want to be able to show my pal during an interaction with police or F&W and carry on.

From what I understand, you have to have it destroyed by someone who is licensed, like a gunsmith. I'm not sure how you report it and prove it destroyed, maybe you need to get something from the gunsmith saying he did it?

Of course they won’t take your word, you have to provide proof with photographs of specific parts for them to be sure that it was destroyed but you are allowed to do it.
Edit: I may have misunderstood something, I was under the belief that the rcmp wanted proof (a picture) of the destroyed firearm so they know you aren’t bullshitting them. Seemingly that’s not the case. Maybe I’m mistaking it for deactivating one? Also my wording wasn’t great, only destroy the receiver, everything else isn’t a firearm and you can do as you please.

No you don't. Furthermore, for legal purposes the actual firearm you own is typically the receiver or whatever component is serialized. Generally, everything else is OK to keep because they're just gun parts (except AR uppers are prohib and need to be destroyed too).

They can want whatever they want, the law itself says destruction must be reported, nothing further. As such, you are legally obligated to report it, and I am absolutely uninterested in assisting further than my legal obligation.

The lower is the serialized component on an AR pattern receiver, uppers have not normally been serialized in Canada.

Deactivation and destruction are completely different. You need a certificate for deactivation as you keep shape and form of the firearm (although inoperable). For example i grinder mine up to pieces that resemble sand, how do i certify that? You don’t, you call the RCMP tell them its destroyed and give them the previous serial number. If you lied and the firearm is discovered you are in a world of hurt.

I agree with the court that the city and province had sufficient powers with which to police the convoy. I think the Emergencies act was an overreaction. I think the blame for how it ended up lies with the Ottawa police chief and the province of Ontario for not using the powers they had to make the occupation of the capitol untenable.

If you buy a NR firearm from a dealer, all that is needed is a PAL validation.
The RCMP doesn't know what you own if it's a NR firearm, and will not know you have a Prohibited, if that firearm gets banned in the future.

You're getting the email only because the Canadian Firearms Program has your contact information from your PAL application/profile.

My colleague (avid vintage firearms collector)was going through a divorce, vengeful ex-wife fighting for their children's custody expressed concerns over his "excessive" collection of firearms. Police showed up to take an inventory and marked down serial numbers.
I can't verify if the story is true or not, but more absurd things had happened, who knows maybe your nosy neighbour saw you packing your guns for a hunting trip and "got worried"?
Or they claim they have sufficient evidence that you haven't "deactivated" your weapon of mass destruction GSG-16 and decided to pay you a visit?

They cannot assume that this inventory is still current. You can sell legal firearms at any moment without having to record the transaction. Also if any of these become prohibited, the judge will have to assume that the owner got rid of them in accordance to the law if they can’t prove the opposite.
I highly doubt they will start giving out warrants without any evidence to come search your home just in case there are guns hanging around

Did you actually read what you were signing up for when you got your PAL? They dont need a warrant to inspect your firearm storage area(and thus see all your firearms). All they need is to make an appointment.

They don't have a list. But they do technically have the ability to search records to find out.. Stores make you sign when you buy guns since the registry was scrapped. Going by who signed when, and what inventory moved at the store it was signed at, they can technically do the math. But they won't be doing this 2.4 million times to log what everyone has. So yes and no. They don't know what you have. They have the ability to find out, but not the resources.. Safe to say, they don't know. But they could find out. 🤷🏻♂️

No. A NR transfer reference number is issued when someone runs your PAL through the system. You are not obliged to commit to that transfer.
You can literally issue dozens of them with your fellow PAL holders for shits and gigs and not transfer a single thing.

I have had quite a few transfers run and then ultimately not purchased, both from stores and a couple from private individuals. My transfer log would be hell to try and sort through with all the purchases and sales I've made in the last year.

Depends when you bought it . Before you didn't have to verify a PAL with the RCMP you could just look at it then sell to the person.
With having to verify a pal they know you are selling to that person but not what you are selling

At the moment, they can't even be sure a PAL holder actually has a firearm at all. But in theory; they could locate a very high percentage if they had the political will and massive amounts of money to do it.
Obviously they already know who has grandfathered Prohibited firearms. As far as I know, those lucky few still get to keep theirs.
Likewise, they already know where all the legally owned, previously Restricted firearms are. It would be a simple matter to simply refuse to renew the PAL of anyone listed as owning a Restricted that has not been recorded as destroying or surrendering those firearms.
The big one though is the millions of NR rifles and pistol caliber carbines. As of today, officially they have no idea where they are or even how many are in existence.
But there are things I think could be done to take big bites out of that pile.
First, despite legislation ordering the destruction of the failed Long Gun Registry, somehow, quite mysteriously, Quebec ended up with a full copy to use in their own programs. It would be trivial to hand over a copy of that. Niw granted, for outside of Quebec, that will be a pretty stale list. But it will still work well in Quebec, which gives the Feds something to boast about and will please the extremely influential minority of Quebec's political lobbyists who are known to be behind this whole scheme. And it gives a starting point for the rest of the country.
Second, the law requires all gun stores to keep records of every firearm they sell. And at the same time, the firearms transfer program lets them know if a given PAL has been involved in a firearms transfer in the past 10 years. So, in theory, they could contact a gun store to demand the list of all purchases of impacted guns and then send those PAL holders a more pointed and ominous communication than we've seen to date. If one of those PAL holders is also listed as a participant in a firearms transfer, they might also mention that and require that the PAL holder reveal what firearm changed hands. If it is an affected gun, then the receiver of that firearm gets a stiff letter as well.
Of course, at all.times the RCMP can yank your PAL if they think you are not being cooperative enough. You might be able to appeal it, but probably not. And appealing would be expensive. But the real cost as far as Ottawa and the RCMP is concerned is the legal battles. It's dealing with the political fallout over suspending or even cancelling thousands of PALs over paperwork BS.

I was told that even though the government was supposed to destroy the records of the long gun registry, the cops still have it. So they do actually have easy access to the names of those who had now prohibited guns that were on record for those years.

Both me and my wife are licensed. We both get the notices even though her pal has only ever purchased a Savage rascal & ammo. All the guns are purchased with mine.

You don't purchase firearms and link it with your PAL. How many times does this need to be said.
The seller is obligated to check that you have a valid PAL and obtain a reference number just for the transaction to be legal. This does not link a firearm serial number to your PAL.
Big stores like Bass Pro will keep their own records for a few years, but that's it.

I'm also surprised that Quebec 'appears' to be more anti-gun than the other provinces, given the number of indigenous and rural residents. Is Je me souviens that big an influence in Quebec?

For some people, yeah they probably have a pretty good idea and a list of your known associates. Other people they barely even know you exist because you're not connected to any previous investigations.

Depends on how you bought them. If you buy them retail, it's safe to say they could find out what you bought even if they don't currently know. If you buy non-restricted privately they don't know shit about that, especially if they are older guns. Someone who brought a .22 from Germany or something in the 1960s then sells it to you... That gun doesn't even exist as far as the government knows.

They know about the restricted registered obviously they sate in my emailr that I have previously registered resticted now prohibited so guess depends what a person wants to do with that. Here in ab definitely no compensation coming likely at all regardless. So do what you all wish. Everything i own is currently registered unfortunately.

If you have a PAL, you’re in the RCMP system. It’s not hard to send out a mass email to anyone with a PAL.
If you own restricted guns, yes. They know what you have and where you have it.
If you have non-restricted guns, no. They don’t know what you might have but they know where you have it because any guns you have are supposed to be stored at your principal residence.
They sent out an email to all gun owners. You’re still in compliance until the amnesty ends.

They don't know what you have unless it's registered. But they do get notified when you buy from a store/ do a transfer that you purchased a firearm. Technically if the number of guns you have doesn't match the number of transfers done you have done a bad thing. They just don't know what make model unless you offer that information to them. But they can in theory figure out where you bought it and then subpoena the records to figure it out.

They definitely know what restricted firearms people own.
They likely know of any firearms that you acquired after the need to confirm a licence became law. Outside of that, it’s not likely they know what you own.
I say “not likely” because if the entity you bought a gun from, kept records, and those records became available to police for whatever reason, then they could conceivably know. But this is a pretty remote possibility, and probably not something i’d lose sleep over.

If they really wanted to investigate, they can try to find out what you own. Every firearms store are legally obliged to keep records. They can find your purchase records there. If you bought used, they go after the guy you bought from.

I talked to my local gun store owner, and he also mentioned that if they wanted to look, they could go through the stores records to see who bought what therefore finding out who had a prohibited firearm.

Maybe from canadian tire or Cabelas (or more recent purchases). The record of the first gun I ever bought listed my PAL number as "yes" on the reciept from the store. After they confirmed I had the PAL. So, sure there is a record. But it has fuck all on it.

Yeah, I got my PAL after the bans started. I grew up with guns, but being a city slicker, I never bothered.

Only if you have your restricteds or live in Quebec
If you have a wk180c, t81, gsg etc the only thing they have is back door registry if they went to retailers, and any PAL checks you have done
None of the above definitively say “you have this”. You could’ve done a pal check then back out of selling/buying, could’ve sold one without remembering to do a pal check (or the website was down so you were unable to). so anything they’ve tried is 100% nothing more than scare tactics trying to get you to self report.
If you don’t have a registration paper for x gun…. The easy answer is “DO NOT COMPLY”….. if it’s a formerly restricted firearm (AR15) your choice is yours and yours alone to make. They know what you have and your address you keep it. If it’s a $5k gun, you might want to be compensated but depending on what it is and the cost I’d disable it myself and put it on the wall.

Yea the process is they’re just mass emailing anyone and everyone with the hope that you’ll do their legwork for free by self reporting (i have a buddy with a gsg that while normally based and level headed was absolutely rattled by the emails and “only have until end of march to get my compensation” thinking they know what he has 😅 (this is the type theyre preying on hoping to get as many turned in as possible)….. only then do you see what your “fair compensation” looks like and essentially puts your non restricted in the same category as any restricteds
Not sure how the process looks once you select to be compensated whether they want to give you $2 or $2000 I assume it’d be a case of them giving you a ATT for x detachment (maybe your local CFO) they tell you to drop it off, then have a cheque in the mail 4-6 weeks later.
Grateful I don’t have any safe queens as I’d be forced to comply to keep my handguns….. and I’d be crying over my bench vise while turning my preciouses into wall art

My one shotgun isn't currently restricted, but I suspect it may be in the future. I know they won't pay full value, so I have no intention of raising my hand.

Your prohibs are safe till the amnesty. They want you to declare it to make their numbers look higher before march ends. So far they have 51k out of an alleged 2 million, so 2.55% have been declared

Bro, I think you don't understand the issue. There is no registry of NR firearms and "registered owners" How are you a firearms owner with a PAL and not know this?
You have a PAL. You get the emails. Simple as that.

I believe RCMP does have data on each legally purchased weapon. But the email you said are not based that that data

They are emailing these to anyone with a PAL. It's an automated system. I know people who has a PAL with no restricted firearms getting them.
