Would i need another ATT for a new handgun purchase?

What do you mean specifically? The ATT to perform what part of the process?

Move the firearm to a range. I though that you need a ATT for every restricted you owned

ATTs are for specific activities (authorization to TRANSPORT). For the case of bringing restricteds to and from an approved range, that ATT is added to your RPAL conditions (assuming you indicated target shooting as the reason for acquiring at least 1 of them).

The “bringing to and from ranges” ATT applies to every restricted for which you are the registered owner.
