So what is the current understanding generally speaking… when ban is initiated there will be no more (new?) transfers processed.

Is it generally thought that all initiated transfers prior, with reference numbers, would be worked on still?

This question is asked often. The answer is that transfers already initiated should be completed. That is how it is written in current legislation.

And of course they can do anything, but at least it's something to go on.
