pal/rpal just got issued, has anyone has the luck to initialize a restricted transfer with pal number only?

Ontario timeline: End of March received, June CC charge, corrected name in July and forwarded to CFO, never called contacts afaik.

Luck in what way? the vast majority of websites only ask for your number, they don't make you upload pictures of your card.
