Can someone explain to me how you can have a Canadian legal mag extension on the beretta 1301 tactical?

The shotgun can shoot 2 3/4 & 3” shells. If shooting 3” then mag extension allows for max five 3” shells yet allowing for six or seven 2 3/4” shells.
