Question- once I receive a reference number for a restricted transfer (buyer and seller spoke with CFO on same call) am I able to ship? Or do I need to wait for approval paperwork/transfer confirmation? Will I receive it by email?

Wait for transfer confirmation. The CFO will either snail mail you or email you the transfer notification confirming that the firearm is transferred.

There are possibilities that the CFO can deny a transfer and you need to wait until the CFO approves of it. The reference number is just that a reference number relating to the transfer.
