Bought a private sale restricted. Seller gave me the transfer number but not his RPAL information. Am I going to be screwed when tying to complete the transfer if I can't provide it?

I believe all I needed as a private buyer was the guys name, phone number and transfer number. I just checked my texts with them and I never got a pal number from them.
