SKS is always a great option. Cheap, with bulk ammo being quite cheap for 7.62

I personally find 9mm more enjoyable to shoot; The Ruger PCC was my first purchase and I haven't regret it one bit. Looks tacticool, is extremely reliable and very accurate from my experiences (and lots of reviews online).

22lr precision rifles are also pretty sweet.

TLDR; It ultimately comes down to your budget. Realize that while purchasing a gun is a big investment up front, ammo is not cheap nowadays so I'd take that into considering to ensure you're not purchasing a rifle that you can't afford to shoot as much as you'd want to.

22lr's are definitely great for learning fundamentals. I went right into 9mm's and while I don't regret it I do agree that the 22lr's are a lot more relaxing to shoot so you can maintain your focus a lot more on fundamentals versus trying to control any sort of recoil. Depends really on what type you're after.

For a semi auto.. TM-22, Ruger 10/22 and GSG-16 seem to be some solid options.

GSG has mixed reviews on reliability. The TM-22 is a newer release that (from the videos I had seen) had some promising reviews.

Bolt Action the Tikka T1x and Cz457 both have excellent reviews in terms of accurate Shooters without breaking the bank.
