When did the 5rnd centerfire rifle mag cap law come into effect in Canada?

1991 with the passage of C-17 (3rd session)

It references a new "prohibited weapon" category: a large capacity cartridge magazine, to be prescribed in a different regulation. Those regulations basically looked like what the current regulations are.
