Hi, my RPAL/PAL was approved by the CFO over the phone. They said the mailing itself will take 3-4 weeks though...

I was told by my friend that I can actually make a purchase with my license number alone, does any one know if this is true? If so, is there a way to find out what my license number is before the card arrived in the mail?

Yes you can! The vendor is allowed to refuse the sale unless you can provide a scan of your actual card but legally they can process the sale with just the license number.

As per CFO yesterday and I made a purchase using this arrangement (called CFO, got license #, made purchase before card is even printed).
