Do I need to be a member of a gun club to purchase restricted firearms? (Or does it at least help) even if its just silvercore why do some places require this?

In every province except Ontario, yes, you need to be a member of a club. It's a requirement that the CFOs impose to "make sure" that you're using your Restricteds for sport shooting.

Somebody in Ontario took the CFO to court over that and won, hence the situation here where you don't need a membership.
