Can I legally build rifles from scratch for myself with an RPAL?

I called the CFP and CFO and was not able to get through, so I called the OPP and they told me to call the CFP as they didnt know.

Google wasn’t very helpful.

I'm under the impression that the law isn't crystal clear but that the RCMP used to say you could but have now official reversed their position and say you need a business licence.

Just spoke with a lawyer, you need a manufacturing business license to make anything with a serial number basically which sucks.
