Are we still able to purchase handguns? If so, and the transfer isn't cleared before the restrictions fall in place, will we still be able to take ownership of the gun?

Yes you can still purchase handguns at this point. I think everyone is assuming that any purchases that are in progress (have a transfer number already) would still be allowed to go through if they haven't already been completed by the time the freeze comes into effect. I guess the million dollar question is whether or not that is true, or will the RCMP reject pending transfers as soon as the law passes.

Once C-21 becomes law, it would literally be illegal for the RCMP to complete any pending applications. Once C-21 goes into effect, it becomes illegal to issue registration certificates for handguns. The bill makes no provision/exclusion for applications that were in progress at the time the law comes into force. It simply outlaws issuing reg certs for handguns. Full stop.
