Anyone buy a restricted from Cabela's and not receive a combo for the lock?

Related question: Are restricteds purchased from a retailer supposed to be locked when shipped? Or is that just a Cabela's thing?

My understanding is that it's just a Cabela's thing

I've received them in cardboard before
