Keep in mind, what we all call the long term or permanent ATT actually is just a Transportation Condition. This Transport Condition allows you to take your restricted firearm to the any range in your province or to a police station (don't take them to a police station) without having to get an actual ATT.

Are you buying your first restricted firearm? You can take it home as soon as you get your transfer approved. But you are only permitted to go to the range once you have the registration certificate and your updated PAL card with the Transportation Condition on it. (and the paper the PAL card was attached to that explains the details of the Transportation Condition).

It's active as part of your RPAL conditions. As soon as you have the copy of the transfer notice, you can transport the firearm home. When you get the registration, you can take it to the range. You don't have to do anything.

You can transport to any range in your province. Outside your province, you need an ATT.

If it is their first restricted, then do they not need the new license that will come, reflecting the ATT?

Yes, they will need to wait for the new license as that license will have the conditions attached.

I'm also wondering this. Technically you need to carry that conditions paper with you so I'd assume you need the physical copy, but I've never known for certain.

Yes, you are required to wait as you need to be able to present that conditions paper to a peace officer if requested.
