You are right, but part of the problem is that calling does work. After I had my two transfers approved and the paperwork in my email I hung up the phone and said to my S/O "this is why the lines are hung-up".

Patience is important yes, but the somewhat monolithic reactive and unpredictable nature of our government means people are start getting ansy that they might miss out. Watch a plane boarding, its the same thing on a grand scale.
