So whats the deal with the magazine restriction changes? are .22lr magazines being pinned to 5 too now?

The statement at the press conference was something to the effect of, all magazines will have to be permanently altered to hold no more than five rounds. Key words being all, and permanently. If they stick with that then I don't see why it wouldn't include .22lr magazines and by the sounds of it, pinning won't cut it. No one knows for sure what they meant by permanently but they did clarify that they meant all long guns regardless of action so again, there's no reason to believe .22lr would be exempt.
