Look at the name

  • C-20: The code of the bill
  • An Act: This document
  • establishing the Public Complaints and Review Commission: Directly referencing the public safety committee "study" and importantly "establishing" those recommendations.
  • and amending certain Acts: The changes made exist acts
  • and statutory instruments: Implementation of the OIC confiscation program

I read that as they're going to be creating something called the Public Complaints and Review Commission. I don't get anything about SECU out of it.

The reason my mind doesn't go there is that I have not heard any LPC member propose a complaints and review commission in relation to firearms or firearms owners. I thought maybe I forgot one of the recommendations but the closest thing to a commission in the study is a gangs and gun summit.
