No, he's still acknowledging that there is no unity on a handgun ban nation-wide, and that they're going to act "where there is unity". So that looks like it's off the table.
Possible. It's going to involve magazines in some way.
Not a chance. You can't just drop a ban of potentially millions of guns with no prep. Look how much trouble the OIC is giving them. A total semi-auto ban (on short notice) is completely unrealistic.
