I had previously called the RCMP line for questions related to application form. I had attached both my R/PAL and PAL and also The officer had told me the charge for both licenses is only $81.76 so thats the amount I permitted them to withdraw. I just received my license but only my non-restricted came in but not restricted?? Was the officer incorrect or do they come separate?

You will get a new card when you buy your first restricted firearm.

Wont they (seller) ask for my license and only see it says non-restricted though and not allow the purchase?

This and if it's private sale they have to call on a transfer with the CFO anyways. You are noylt taking home a restricted firearm until after a transfer.
