What's the standard for the photo for PAL application? As in, what kind of paper should it be printed on? Also, should I wait and follow the Restricted course and then ask for PAL/RPAL or can I apply for a PAL right now and later on apply for RPAL once my course is done?

You apply for both at the same time to save time and money. As for photo they will give you a small paper at your PAL/RPAL course with the dimensions they want and you can have it taken at any place that does passport photos. You can use regular printer paper and a at home printer but it usually does not come out clear. You can try at home with a printer, if it doesn't print clearly the cost for a passport photo is at most a few dollars.

Nope, can’t use regular printer paper. For almost a year now they have been declining photos printed on regular paper not photo paper, people are getting notices saying “not good quality” 🤷🏻‍♀️
