I wouldn't pin this on Harper. Usually these kinds of decisions aren't made by government or order in council. In this specific case, it just seems like the good ol' gun friendly RCMP decided to make this call.

Actually, it is the Department of Public Safety (Public Safety Canada) that makes these rulings. Harper and Minister Stephen Blaney would be the men to attack on this, as of last July it would have been Vic Toews, as he was PS Minister then.

The RCMP does not have the legal authority to create regulations, they simply examine the weapon, make a suggestion, then carry out the ruling.
