I wouldn't pin this on Harper. Usually these kinds of decisions aren't made by government or order in council. In this specific case, it just seems like the good ol' gun friendly RCMP decided to make this call.

No, I don't think he personally decided to do this, but he's been at the top of the pile for 8 years now, and if he really did care about Canadians having to surrender firearms that they paid good money for, he could have changed the RCMP culture from the top...or added some legislation to the bill that abolished the registry to prevent retroactive prohibition.

Seems unlikely. There are probably 20 years worth of patronage appointments from the middle to uppermost rungs of the RCMP priesthood.
