Buy recommendations Long range rifle

Hey all
Looking for a long range rifle and need help from people that know more than me about it. So I am thinking about 6.5 creedmoor or 338 lupa. I will probably not fire more than 2000 yards so think the 6.5 should be good any help would help. My budget is 8-15 for rile and scope feel free to send what you think you would buy

I would get something in 28 nosler perhaps. For optics a vortex viper,

Vortex viper doesn't have enough clarity at 2000 yards

Well what the hell is he going to get for like $400, nvm they said 8k-15k then I wouldn't have said viper obviously
