Just doesn’t make sense looking at it, at a glance it looks like its just a spring loaded pin at the top that would need to be depressed.

It's likely similar to a grip safety in that regard. Lacking any reasonable grip, it fulfills the legal requirement to be an incomplete functional firearm like a barreled action/intended to be mounted to a existing firearm, I suppose, as long as that parent firearm or configuration when mounted to a stock is at least 26" OAL.
