It is both, I’m just saying ppl are fucking stupid. Like it’s not them fooling millions of brilliant ppl, most ppl are just dumb.

Effective propaganda mobilizes the population and those who reject it are outliers. Think of the propaganda of Nazi Germany. It swayed many brilliant Germans to the Nazi cause. Propaganda is emotional manipulation, which is why it works on smart people too.
