Is a notice of transfer for non-restricted still required or is that only if you’re buying and selling? Is gifting (giving) here considered selling?

If it’s just any transfer unconditionally, then even if you’re under the same roof, it seems you still need to submit a transfer reference number.

What about between the spouses? Can you jointly own a non-restricted.

Well, assume it's non restricted, then I don't see why you need references number. You both live at the same address, you both know each other has PAL. I thinking sharing a firearm is non issue.

If you have restricted, the even the firearm is registered to the same house, but it's to a different person. So technically, the one moving the firearm should be that person unless permission is given via lending process which the CFO need to know. Technically.

Unless divorce or separation happens and you still live in the same household, then I assume the firearm would belong to someone legally, but you might have to provide proof of ownership like purchasing receipt. But there isn't anyway for CFOs to know that without some evidence that it's property of someone specifically.

If you want to be sure, just to talk to a lawyer or CFO about that, at least you can record the conversation to reference it as a source.

While they are not registered to an owner there seems to be the notion of ownership which requires having valid PAL that can only be verified through the transfer notice system.

A transfer notice doesn’t necessarily mean the transfer has taken or will take place. The whole transfer notice needs to be reworded. It should just be a valid PAL verification system and drop the whole buyer/seller verbiage.
