You can just take the non restricted firearms without notifying anyone. If it was a sale between any two people, the seller would need to use the RCMP website to check that the buyer's pal is valid. The same thing happens when you buy a gun at the store.
I'm pretty sure anyone can use that website not just pal holders. You are notified when someone checks your pal. I'd have the person who is giving you the firearms do this check and then the transaction is by the book.
