So I just did some quick math. There's approximately 2,425,627 PAL holders in Canada based on the last update so there's probably even more now. Out of all these PAL holders only 38,412 of them actually participated in the buy back program. Rounded up, that's like a 0.02% compliance rate.

Of course not every PAL holder in Canada owned one of the OIC affected firearms but I'm sure that percentage wouldn't go that much higher if only affected firearms owners were counted.

Also, I can guarantee you that the majority of the people who took part in the program were mostly elderly dudes and their families who just wanted to get rid of the headache firearms before they croak.

Also look at how many of these guns became popular or were manufactured/imported after the first OIC. The government is basically "solving" a "problem" they created lol.

Also a large number of these guns are things that you could buy at Cabelas or Canadian Tire, so many of these people who participated were "casual" PAL holders who weren't politically committed to the issue.

2.4 - 2.5 million PAL holders in compliance and probably tens of thousands, if not hundreds of thousands of non compliant, non criminal gun owners (think the old guy who lets his license lapse or whatever)
