A ton of people backed out of the program the last week it was running.

67k guns declared at it peak, from 40k people. But people have withdrawn, will withdraw or not show up, SK and AB numbers may have been declared but they won't be collected. That 67k can be reduced by 8500 right off the bat by removing those two provinces.
