Found this in a shop. It does not seem russian ( even do the tag says it is).

I bought Czech surplus 7.62 54r years ago 1/5 rounds would not fire, the primers were hot garbage

Hard primers is pretty typical for any 762x54 made after the 50s, it's pretty much intended for PKM machine guns exclusively now and sometimes rifle firing pins don't enough punch. I always found the Chinese ammo way worse than anything eastern European, almost useless in an SVT40.
