Two officers likely on overtime per residence, possibly processing two residences of firearms per day on average, time extended for potentially pressing charges, multiplied by X number of PALS in Waterloo. I may need assistance with my math, because I don't see this being enough funding.

Or they’re just using this as a way to get grant money for the purchase of equipment for the purpose of the “buy back”

Guaranteed.  This is will be double dipped onto their local tax payers and try to hide it. When it comes out they will say shit lile "well uhh firearms owners didnt comply" or some shit like that.
