Aside from the random gun bans, policy also made it way more expensive to sell parts. When you have to check PALs for misc parts, it increases the cost to do business.
Not only does it add time, there are now a non-insignificant number of people who do not believe it's actually a requirement now and will argue with you about it.
Like dude, I don't want your pal info to buy a magazine but the law requires it and I'm not interested in going to jail over it.
