This guys been working on a L85 project and actually got a NR FRT back from the RCMP.

Wouldn't c21 capture this? And if c21 doesn't capture it because it's an pre c21 design, wouldn't it fall under variant?

No, you can see the date that it was submitted to the RCMP in 2024, and C21's cutoff date is late 2023. He can argue that the gun has long been designed before that - and judging by his social media, that was indeed the case.

And funnily enough, since the L85 wasn't scary and never had a civi version, the previous OICs from both the 1990s and 2020s failed to name it (or its predecessors).
