Not really sure this is a fair take when the population difference (and # of PAL holders) is so massively disparate between provinces. It's also difficult to compare when only AB/SK actually have laws in place to prohibit the confiscation program from taking place.

In terms of ratio between licensed PAL holders and declarations, the Atlantic provinces dogwalked the prairies for declarations. Aren't they among the 'praetorian guards' given their voting history?

Or perhaps there are broader factors at play here like the types of ranges accessible to the average gun owner and the different shooting cultures between provinces.

The SK laws don’t prevent the Feds from paying someone compensation, or even collecting a firearm - so long as they comply with it.
