Application / Regulation advice Missing Round from box…

Bought this box of norinco 7.62x39 and there was a round missing…

idrc about the loosing 50cents but is this potentially something I should be worried about/bring up?

I bought it from Canadian tire, I’m hopping this is just a manufacturing error or something not theft.

I'm surprised Canadian Tire is still allowed to sell dangerous goods. They don't give a fuck 99% of the time 💀
