Missing Round from box…

Bought this box of norinco 7.62x39 and there was a round missing…

idrc about the loosing 50cents but is this potentially something I should be worried about/bring up?

I bought it from Canadian tire, I’m hopping this is just a manufacturing error or something not theft.

chinese guy in the factory stole it as the last piece required for his elaborate escape. Dont report it, dont blow his cover.
