Gun and gear reviews Pinned Wrong?

I bought 2BX-25 mags from a Canadian online supplier. Tried loading them today and they won't accept the 10th round. I reached out to Customer Service and was told "Unfortunately due to the way these magazines are pinned, many of them end up only holding 9 rounds." Isn't it more likely somebody is drilling and pinning your mags wrong"if the rivet was an 1/8" lower it would take the intended 10 rounds without issue.

Am I wrong to be peeved??

Am I allowed to move the rivet and pin it to its legal capacity?

I’m new to guns so forgive me if this is a dumb question, but are these only pinned because they are able to go into a pistol?

Because it was my understanding that as long as a semi-auto rifle (like the ruger 10/22) is rimfire, the magazine capacity is not limited legally, and only pistol mags are capped at 10.

...kinda. as I understand it, it's not because they can go into a pistol, it's because they're designed for a rifle and pistol. It's a really dumb nuance in the law.

Like the LAR-10 is for all intents and purposes an AR but it's classed as a pistol because of length and some other stuff. Anyway, it's allowed to have a LAR-10 purpose built magazine that hold 10 center fire (rifle) rounds because it's a pistol. And your allowed to use that 'pistol' magazine in your AR-15 even though it's designed for a different platform.

There's some other weird work arounds too, like Beretta pistol mags, it might only hold 10 rounds of .45, but it can also hold 13rds of 9mm and it fits both Berettas. So its a legal 13rd pistol mag.

Going back to the original 10/22 mag issue. Because the mag was designed for both rifle and pistol, the pistol restriction takes precedence. If the mags were purpose built for the 10/22 rifle, and happened to fit into the pistol, that would be ok though.
